RSD Work Share Program

 

Reynolds School District has negotiated furlough days with all employee groups to offset budget reductions, minimize potential reductions to programs and services to students, and minimize potential reduction in force (RIF) of staff for the 2020-21 school year.

Qualifying employees will have their hours and RSD pay reduced by 20%-40% to be eligible for unemployment and federal CARES Act funds through the Oregon Work Share program.

NOTE:  "Partial furlough" means a 20% - 40% reduction in an employee's scheduled work hours and a 20% - 40% reduction in that employee's RSD compensation.  It does not refer to a leave of absence from work, nor is it subject to an employee’s discretion for when to use.

 

 

What is the Oregon Work Share program?

Work Share is an Oregon unemployment benefits program that offers an alternative to laying off employees by reducing work hours instead. Eligible staff whose hours and wages are reduced receive a portion of their regular unemployment benefits to compensate for the lost wages.

RSD is participating in the Work Share program by reducing eligible employees’ hours and RSD pay by 20%-40%.

 

Participation

Are all work groups and departments affected by the partial furlough (20% - 40% reduction in hours and RSD pay)?
All members of REA licensed staff, OSEA Classified staff, RAA Administrators, RSD Cabinet, and the Superintendent are participating in the Work Share furlough, unless ineligible (see below).

Employees who are ineligible for the Work Share program will receive an email by May 30 and will not have their schedules or pay reduced through the Work Share program.

All negotiated departments are subject to the partial furlough. 

There are individual employees who are excluded from the partial furlough because they do not qualify under state law, including:

  • Their length of employment with the district does not meet the threshold of 6 months for full-time employees -or- 12 months for part-time employees.
  • They are on a leave of absence, short leave, or partial leave of absence. Oregon Employment Department does not allow the use of leave during a reduced work week.
  • They are a limited term employee.
  • Certain employees who retired from RSD in the past 18 months, including those who have officially submitted their written request to retire.
  • They are a substitute educator, paraeducator, or secretary, including those in long-term sub jobs.

 

What if I get email or questions on a day or time that I am not scheduled to work (i.e., Friday)?
You may not perform any work during the time your schedule has been reduced.  All work needs to be done in the usual course on a day you are scheduled to work. Working on a furlough day violates Oregon unemployment law.

 

What if I don’t want to participate in the Work Share program?

The reduction in hours is mandatory, and your RSD wages will be reduced by 20% - 40%, unless you are in one of the categories of employees ineligible for the Work Share program.

If you don’t want to participate in the unemployment compensation/Work Share process and do not want to receive payments, do not submit an initial claim application.  Your participation in the Work Share program is voluntary.  However, if you choose not to participate and you are eligible, you will still work a reduced schedule and your RSD wages will be reduced.

 

I am currently in the process of applying for a mortgage or refinancing my mortgage - how will accepting CARES funds affect this?

It is possible that it may delay or otherwise adversely affect your approval status.  You can apply to opt out of the Work Share/CARES program by completing the Work Share Opt-Out form and emailing the form and back-up documentation to RNeu@rsd7.net by Thursday, June 4th at 5:00pm.

 

Eligibility for Oregon Work Share Program

Who is eligible to receive unemployment compensation through the Oregon Work Share program?
Work Share is an unemployment insurance program in Oregon that allows workers to receive partial unemployment benefits while avoiding full layoffs.   You must be eligible for Oregon’s Work Share program to participate.

To be eligible for unemployment benefits under Work Share, you:

  • Must be employed continuously (and not on a limited term) by RSD full-time for the past 6 months or part-time for the past 12 months.  
    • Full-Time = 0.75 FTE or greater
    • Part-Time = 0.75 FTE or less 
  • Must not be a limited term employee or a substitute employee.
  • Must be available to work your reduced hours in the week of the Work Share program (so you must not be on a leave or take leave).
  • Must not have recently exhausted employment benefits.

Eligibility is determined solely by the Oregon Employment Department based on state law.  RSD has no authority to decide if an employee is eligible for unemployment benefits.

If you are eligible for Oregon Work Share unemployment benefits in any week for any amount, you will automatically be eligible for an additional $600/week of federal CARES Act payments through the last pay period that ends on or before July 31, 2020.

 

I live in Washington.  Do I apply in Oregon or Washington for unemployment benefits?
You apply in Oregon - following the same process as employees who live in Oregon.  Washington residents who work in Oregon can apply for Oregon unemployment benefits.



What happens if I’m not eligible?  Or what if I’m eligible for unemployment, but my benefits are $0?
If you are not eligible for unemployment benefits or your benefit amount is $0, then you will not have a reduction in your RSD hours and your RSD wages will remain the same.

 

Will I still be on a reduced schedule if I’m not eligible?
No, if you are not eligible you will not be placed on a reduced schedule nor have reduced pay.

 

What if I’m not eligible now but will be before July 31, 2020?
If you become eligible before July 31, 2020, and within your regular work year, you will be added as a participant in the Work Share program at that time and you will start working a reduced schedule.  

 

How will I know if I am ineligible?
You should assume that you are eligible.  RSD will reach out to you if, based on the information we have, we know that you are ineligible or if we become aware from the Oregon Employment Department that you are ineligible.
 

How is full-time and part-time defined?
For purposes of participation in the Work Share program, employees who are .75 FTE and greater are full-time and employees who are .75 FTE and less are part-time.
 

I am authorized to work for RSD through a visa (H1-B, J1, etc.),  green card, or DACA status. Am I eligible for the CARES Act money?

Foreign nationals who are authorized to work in the U.S. may be eligible to apply for Work Share unemployment benefits and the CARES Act $600 payment. Ultimately, the Oregon Employment Department, not RSD, makes all decisions concerning unemployment benefits. Employees with specific questions regarding their eligibility for Work Share unemployment benefits should consult with an immigration attorney and can contact Human Capital Management at Reynolds_HR@rsd7.net.
 

Should I be worried that the State gets overwhelmed and my checks from them are delayed as a result?
The Oregon Employment Department is currently reporting a 3-week processing time for unemployment insurance payments.  We cannot guarantee a time certain that the state payments will begin, and there may be some delay in payments.

We are hopeful that the impact of any delay will be minimized by receiving weekly payments for unemployment benefits in addition to your RSD paycheck.

 

I have a second job. Will this affect my payment amount through Work Share?
Maybe. You will report income for other employment and from retirement during the past two years on the initial claim form. It is possible to earn too much income from other sources to receive unemployment benefit payments, even if you are otherwise eligible for unemployment. You will also be required to report to RSD any income earned from a second employer on a weekly basis.

If you receive additional income from other employment that makes you ineligible for at least $1 under the Work Share program, RSD will exclude you as a participant going forward.  You will be returned to your regular hours and pay. If this happens, you will be able to use available paid leave to cover the time that your hours were reduced.

 

What if I work two jobs at RSD (e.g., paraeducator and coach)?

If you work two jobs, for example a part-time paraeducator and part-time school secretary, you will need to reduce the hours for both positions by 20%.

Coaches and coach job related work and earnings are not eligible for Work Share.

 

I/my spouse make too much to get the $1,200 federal stimulus payment.  Will I still be eligible for the $600 CARES Act money?
Yes, if you are otherwise eligible for unemployment compensation.  The federal $1,200 payment is different from and unrelated to state unemployment compensation or the CARES Act $600 weekly payment.



How much will I earn through Work Share and the CARES Act?
For those who are eligible, you will earn $600 per week through the CARES Act plus the weekly benefit amount through the Work Share program. 

The Oregon Employment Department has an online benefit estimator to estimate your regular unemployment payment.  Under the Work Share program, you would receive 20-40% of regular unemployment:

Submission Process

What do I need to do right now?
Complete the Initial Claim Form and submit to WorkShare_HCM@rsd7.net.

If you have worked for RSD for less than 2 years (as of June 1, 2020) or have worked for other employers in the last 2 year, you will need work history for other employers for the last 2 years, including dates of employment, your employers' business names, addresses and phone numbers, gross earnings and rate of pay.

This form should be completed one time only. Instructions are available on our website HERE.

The Initial Claim Form is due by Thursday, June 4th at 5:00 pm either by email to WorkShare_HCM@rsd7.net or by drop-off (see below).

If you submitted an unemployment claim in the past two months, regardless if it was related to RSD or another employer, you do not need to complete this process.   

 

How many forms do I have to fill out?
All employees must complete the online Initial Claim Form. This form should be completed one time only. Instructions are available on our website HERE. The Initial Claim Form is due by Thursday, June 4th at 5:00 pm.

If you choose not to submit the one Initial Claim Form, you will not receive payments, although your hours and RSD pay will still be reduced.

 

What if I need help filling out the initial claim application?
The Initial Claim Form must be completed by all eligible employees and submitted to WorkShare_HSM@rsd7.net. If you need assistance completing the form, please email Reynolds_HR@rsd7.net.

If you do not have access to a device or the internet, in-person support will be available by appointment only at the Transportation Department located at 20311 NE Glisan St, Building C, Fairview, OR 97024 from Monday, June 1 – Thursday, June 4 from 9:00 am to 2:00 pm. In order to maintain social distancing, we ask that you follow these guidelines if you need to come in for support:

  • Make an appointment using this form.   
  • If possible, come alone, or limit the number of individuals who must come with you.  (If you would like to bring someone as an interpreter, please do so.)
  • Wear disposable or reusable (cloth) face coverings
  • Wear gloves
  • Follow all directions of the volunteers

Do I have to look for other work or turn in additional forms on an ongoing basis?
No. You do not need to look for other work to participate in the Work Share program.  The Work Share program allows you to continue working at RSD on a reduced schedule while applying for unemployment benefits.

RSD will turn in a weekly certification after the initial claim. Only employees who earn additional wages through another job or retirement or who take leave have weekly reporting requirements. The weekly reporting requirements are outlined on the Weekly Reporting Requirements website.

  • Additional Wages - Another Job or Retirement - this form is due every Monday by 5:00 pm for the previous week. If you do not receive additional wages, you do not need to fill out this form.


 

Do I need to provide RSD with additional information on an ongoing basis?

Only employees who earn additional wages through another job or retirement or who take leave have weekly reporting requirements. The weekly reporting requirements are outlined on the Weekly Reporting Requirements website.

Additional Wages - Another Job or Retirement - this form is due every Monday by 5:00 pm for the previous week. If you do not receive additional wages, you do not need to fill out this form.
 

Hours Worked in Excess of Reduced Schedule - this is required to be entered in TimeClock Plus every Monday by 5:00 pm for the previous week if you worked more than your reduced schedule. All employees, including exempt employees, must report if you work more than your reduced schedule, as this information is relied on to certify your eligibility for the Work Share. If you cannot work your reduced hours, speak with your supervisor immediately.

 

When is my initial claim application due?
The Initial Claim Form is due by 5:00 pm on Thursday, June 4th and instructions are available HERE.

Do I have to apply separately for the federal CARES amount of $600?
No. The Oregon Employment Department will make payments for the CARES Act along with payments under the Work Share program.

 

I submitted the claim form and later realized I submitted inaccurate information. How do I correct this?
At this time, you do not need to do anything. If OED has a question about the data on your Initial Claim Form, they will inform RSD and we will work with you to make corrections as needed.

 

Weekly Reporting Requirements

I completed my Initial Claim Form, I do not earn wages from a second job, and I do not receive retirement pay. Do I need to report information weekly?
No.

 

I earn wages from a second job. Do I need to report that information weekly?
Yes. RSD is required to include additional wages and income earned or retirement pay received for each employee in our weekly submission to OED. Eligible employees who receive wages or income from another job or pension, annuity, or retirement pay are required to submit information to RSD every week for the duration of the Work Share program. RSD then reports this information in the weekly submission we provide to OED.

If you receive income or payments from any of the sources below, complete this form every Monday by 5:00 pm for the previous week.

I receive a pension, annuity, or retirement pay. Do I need to report that information weekly?

Yes. RSD is required to include additional wages and income earned or retirement pay received for each employee in our weekly submission to OED. Eligible employees who receive wages or income from another job or pension, annuity, or retirement pay are required to submit information to RSD every week for the duration of the Work Share program. RSD then reports this information in the weekly submission we provide to OED.

If you receive Social Security payments, you do not need to report that information weekly.

If you receive income or payments from any of the sources below, complete this form every Monday by 5:00 pm for the previous week.

I receive Social Security payments. Do I need to report that information weekly?
No. Social Security payments do not need to be reported weekly.

 

I took a short leave of absence during the week. Do I need to update my attendance in iVisions right away?
Yes. Employees must submit their leave in iVisions by Friday at 5:00 pm of the week they took their leave.

Missing a work opportunity for any reason, other than a COVID-related leave, will make you ineligible to participate in the Work Share program that week.

 

I am an exempt employee, and I worked in excess of my reduced scheduled hours. Do I need to report this information?
Yes. Weekly updates are also required if you work in excess of your scheduled hours. Eligibility for RSD’s Work Share program is based on you working a reduced schedule of 20% - 40%, and RSD certifying that you worked a qualifying schedule to OED. If you are unable to reduce your schedule for a week to complete your workload, work with your supervisor to determine how to reduce your workload in order to work the reduced schedule of 20% - 40%. If you have worked more than your reduced schedule, you are required to enter the excess hours in TimeClock Plus every Monday by 5:00 pm for the previous week. RSD relies on you to accurately report this information. The failure to accurately report this information (e.g., working more than 32 hours in a week but claiming only 32 or less) may lead to overpayments from the OED and your responsibility to return funds.

 

I received a letter in the mail or an email from OED indicating my claim was approved or denied. What do I do with this?

You do not need to do anything. The letter is automatically generated through the unemployment process. OED will process your claim through the Work Share program based on the list provided by RSD.

Please do not report to the OED weekly. RSD will do weekly reporting under the Work Share program.

 

I submitted my Initial Claim Form, can I change my tax withholdings now?

Yes. In order to change your tax withholdings after completing the Initial Claim Form, you must complete this form from OED, and return it to WorkShare_HCM@rsd7.net

 

Payments

How will I receive payments through the Work Share Program and CARES Act?
Your first payment will be a paper check that is mailed to the address you provide on the initial claim form. After your first payment, you will receive payments that are preloaded onto a debit card (Visa ReliaCard) that is mailed to you.

Alternatively, you can elect to receive these payments via direct deposit. You will not be able to set up Direct Deposit until after your claim has been approved. If you would like to set up Direct Deposit, complete this authorization form (English | Spanish) and return it to WorkShare_HCM@rsd7.net. Are the payments taxed?
Yes, payments under the Work Share program and CARES Act are taxable income.  You may elect to have taxes withheld from your unemployment compensation payments.

At the end of January next year, you will receive a mailed Form 1099-G from the Oregon Employment Department, which is a Statement for Recipients of Unemployment Compensation, to use in filing your 2020 tax returns.

 

Can the state hold these payments if I am behind on state income tax payments or other payments (e.g., child support or alimony)?
Yes, garnishments will be deducted from Work Share and CARES Act payments in the same manner and to the same extent as these obligations are deducted from regular unemployment compensation.

Some debts are exempt from collection for a period of time under the CARES Act (such as certain federally guaranteed student loans).  You and the District should both receive a notice from the debt processor if your debt is exempt from collection during this period. 

 

Will the payments come with my RSD wage payments or will it be a separate payment?
The payments will come from the Oregon Employment Department. They will come as separate payments.

 

If I am an employee that works 10 months and gets paid over 12 months, will my paychecks be lower?
Your regular June 12th paycheck will reflect the furlough days that will be taken in June.

 

How does this affect 192, 202, 210, 233, and 260 day employees?
You are only eligible to receive compensation through the Work Share program for the weeks that you work 20% (or 40% if REA) less than your regular work week, regardless of whether you work less than 12 months but are paid over 12 months.

 

Is the time a person spends in Work Share counted against their unemployment benefit amount if they were to be fully laid off in the future?
Yes, when a person is approved for unemployment compensation, Work Share or regular, they are approved for one year. A weekly benefit amount and a full benefit amount is determined. If the person is on regular unemployment compensation the full benefit amount is usually exhausted in 26 weeks.  If a person is on Work Share, they will receive 20% to 40% of their weekly benefit amount, every week. Once they go on regular unemployment, they will finish out their regular unemployment compensation when they exhaust their full benefit amount, which will depend on how many weeks they were in Work Share and by what percentage their hours were reduced.


Is there a one-week waiting period before receiving unemployment benefits?
Although there is usually a one-week waiting period, Oregon Governor Kate Brown has announced that the state will be waiving this requirement and that the waiver will be retroactive. This means that if you are eligible for benefits, these benefits will include your first week of reduced schedule. This does not mean you will receive payment after one week.

 

Benefits

Will this have any impact on my retirement benefits?
If you retired and are receiving benefits through PERS you will be excluded from participating in the Work Share program.

The employer contribution will be based on 100% of your normal wages.  It will not be based on your reduced wages. The employer contribution that RSD will make will not change because of your reduced schedule.

The employee contribution will be based on your actual, reduced wages due to your reduced schedule

There will be no reduction in creditable service.  You will receive a full month of creditable service for each month for which you are working a reduced schedule. For school district employees, a major fraction of a month is treated as a full month for creditable service.

There will be no impact on your final average salary. RSD will report as your annual wages the full amount you would have earned had your schedule not been reduced. It will not be based on your reduced wages.
 

Will this have any impact on my health benefits?
No.  Under a Work Share program, health benefits are not reduced.

 

Will my vacation and sick leave accrual rates change?
All leave accrual will remain the same.

 

What if I will be receiving retirement pay within the next 12 months?
You are still eligible to participate in the Work Share program. There will be no reduction in your creditable service.

There will be no reduction in creditable service because, for school district employees, a major fraction of a month is treated as a full month for creditable service.

There will be no impact on your final average salary because the employer contribution will be based on 100% of your normal wages (not your reduced wages), and the employer contribution that RSD will make will not change because of your reduced schedule.

 

What if I am currently receiving retirement pay?
If you are receiving retirement pay you will need to report this on your initial claim application.

If an employee is receiving retirement from an employer they worked for within the last 18 months, this may affect their eligibility to participate in the Work Share program.  This retirement pay will be deducted dollar for dollar against their weekly benefit amount for regular unemployment insurance. To be eligible for compensation through Work Share and the CARES funds, you must be eligible for at least $1 of unemployment compensation.

For each week that you are eligible for the Work Share program, you must complete this form every Monday by 5:00 pm for the previous week to report pay received from an annuity, pension, or retirement. If you receive income from Social Security, you do not need to report these wages. Additional information regarding weekly reporting can be found on this website.

 

What if I am currently receiving money through an IRA distribution?
Money you receive through an IRA distribution could affect your eligibility to participate in the Work Share program. The money you receive will be deducted dollar for dollar against your weekly benefit amount for regular unemployment insurance.

For each week that you are eligible for the Work Share program, you must complete this form every Monday by 5:00 pm for the previous week to report pay received from an annuity, pension, or retirement. Additional information regarding weekly reporting can be found on this website.

 

What if I am receiving Social Security?
Receiving Social Security will not impact your eligibility to receive unemployment benefits under the Work Share program.

 

Workload, Schedule & Leaves of Absence

Do I get to choose when my hours will be reduced?
No, employees who are eligible to receive compensation through the CARES Act and Work Share program will be instructed on how their weekly schedule will be reduced. If you have questions about how your schedule will be reduced, please contact your supervisor.
 

What are the work expectations while I am working a reduced schedule?
A reduced schedule means you are not expected to work during the time you have reduced hours. All eligible employees will have their schedules reduced by 20% - 40% per week. Exempt employees are expected to report if they are unable to work their reduced schedule and have exceeded their scheduled hours.
 

How will working one day fewer a week affect my workload?
Your weekly hours will be reduced by 20% - 40%, and your workload necessarily will be reduced. Please work with your supervisor on questions about how this reduction will affect your workload.
 

I am a part-time employee. What will my FTE be and what are my expectations?
Your FTE will remain the same, and your weekly hours will be reduced by 20% - 40% of your regular schedule.  If your hours have fluctuated, Work Share uses a prior six-month average to determine your 20% - 40% reduction.  Please work with your supervisor to determine what your weekly schedule will be while you are working a reduced schedule.

 

What if I was on a leave of absence in the past 12 months?
Past leaves will not affect your eligibility for compensation through the Work Share program.
 

What if I go on a leave of absence before July 31, 2020?
You are not eligible to participate in the Work Share program for any week in which you take any amount of leave, including short-term leave such as vacation or sick leave.  Work Share requires that you perform work and are actively working to provide services.  If you go on a leave of absence during the Work Share program, even for one day, you will be excluded during the week(s) you are on leave. 

 

What if I’m on an intermittent FMLA/OFLA leave of absence?
Missing a work opportunity for any reason, other than a COVID-related leave, will make you ineligible to participate in the Work Share program that week.

 

What if I’m on a partial leave of absence (e.g., .2 FTE study leave or child care leave)?
If you are on a leave of any kind, other than a COVID-related leave, you are ineligible for the Work Share program for that week in which you were on leave. This includes any partial leaves, such as a .2 FTE study leave or childcare leave. If this applies to you, you will not have your RSD wages or hours reduced.

 

What if I’m on a leave for a COVID-related situation?

If you are on a COVID-related leave, then you are still eligible for the Work Share program.

COVID-related situations are defined as the following:

  • unable to work because you are sick with COVID;
  • subject to mandatory quarantine;
  • unable to work because you have been advised by a doctor to self-quarantine;
  • unable to work because the employer has shut down due to the pandemic;
  • unable to work because you have to care for a person who qualifies under a) or b);
  • unable to work due to child care issues; or
  • being asked to work in violation of the Governor’s shut-down order.

Can I put in vacation time for the day/time I am scheduled to have reduced hours?

No, you are not allowed to use your paid leave time during the time you are scheduled to have reduced hours.

 

Can I take vacation or sick leave before July 31, 2020 and be eligible for compensation through the Work Share program and CARES Act?

Missing a work opportunity for any reason, other than a COVID-related leave, will make you ineligible to participate in the Work Share program that week.

 

I have a lot of vacation hours that I will lose in July, and I can’t use them right now. Will there be an extension to the vacation hour drop in July?
For OSEA and RAA members, any accrued vacation hours (2019-20) unused as a result of participation of the Workshare program shall be carried over for use into the next fiscal year so that the employee does not lose the leave earned due to the inability to use the leave. Carried-over hours of leave must be used in the 2020-2021 fiscal year.

 

How will upcoming paid holidays be handled (i.e., July 4th)?
For the week of July 4th, as it falls on a Saturday and is observed on Friday, the district will be closed, and your work schedule will be reduced through furlough on Thursday, July 2nd.

Is there assistance to help fill out the initial claim application?
The initial claim form is available in English and Spanish. If you need assistance in another language or if you have any questions about how to fill out the form, please contact Human Capital Management at Reynolds_HR@rsd7.net.  Our Language Access Services team will be offering assistance to employees in all district-supported languages (Spanish, Russian, Somali, and Burmese). If staff require support in other languages will they have to come in to Transportation, or can they request assistance to HCM for a phone call.

If you do not have access to a device or the internet, in-person support will be available by appointment only at the Transportation Department located at 20311 NE Glisan St, Building C, Fairview, OR 97024 from Monday, June 1 – Thursday, June 4 from 9:00 am to 2:00 pm. In order to maintain social distancing, we ask that you follow these guidelines if you need to come in for support:

  • Make an appointment using this form.  
  • If possible, come alone, or limit the number of individuals who must come with you.  (If you would like to bring someone as an interpreter, please do so.)
  • Wear disposable or reusable (cloth) face coverings
  • Wear gloves
  • Follow all directions of the volunteers
  • Maintain proper social distancing at all times

I participate in the Public Service Loan Forgiveness Program (PSLF). Will participating in the Work Share program affect my eligibility to participate in PSLF?
PSLF is a program through the U.S. Department of Education. At this time, we do not know of any impact by participating in the Work Share program. When asked about employment, we report the pre-Work Share employment.  For example, 1.0 FTE employee is still 1.0 in our system when they are working a reduced schedule as part of the Work Share program.  We will share any additional information that we learn.

 

Will having reduced hours mean there will be no staff cuts next school year?
We do not know the full extent of the 2020-21 budget shortfall at this time, but we know that the money saved through our participation in the Work Share program will not only help this year but will also help next year.  We will continue to provide updates as we learn more.

 

Will these unemployment payments for reduced hours make the state budget situation worse?
No, it will bring federal stimulus funds intended to offset the financial impact of COVID into the state.  Through the CARES Act, the federal government reimburses the state for 100% of Work Share unemployment benefits. Participating in the Work Share program and taking advantage of the additional compensation through the CARES Act will help RSD to reduce the need for immediate layoffs and to minimize budget-reduction impacts for next school year without a drain on state resources.

 

If we are closed on Friday, what about food distribution for that day at meal distribution sites?
Starting the week of June 1st, the meal distribution sites will operate Monday-Thursday (no Fridays). On Thursday, food will be distributed for Friday.
