OSEA Bargaining Session Update: June 6, 2018

The eighth bargaining session between Oregon School Employees Association (OSEA) and Reynolds School District (RSD) was held on June 6, 2018 in the library at Woodland Elementary School from 4:00 p.m. to 7:05 p.m.

District Presented the Following Counter Proposal:

Article 2 – District Rights + Article 18 - Funding (Package Proposal) – The District counter proposal is to retain current contract language for both articles.  OSEA made it clear in its last proposal for Article 18 there was no interest in giving up the right to bargain furlough days.  Therefore, in turn the District does not have interest in giving up its right to contract out work as per Article 2.

Article 12 – Association Rights – The District counter proposes previously proposed language regarding the District not accepting responsibility for the replacement of personal cell phones under E. Property Loss.  In exchange for acceptance of this proposal, the District will agree to the $35 cell phone stipend rather than the previously proposed $25 cell phone stipend in its next proposal for Article 8 – Salary.  OSEA’s proposed language regarding Time Release for Association members remains and has been adopted by the District in a prior counter proposal as well.

OSEA Presented the Following Counter Proposals:

Article 1 – Recognition – OSEA counter proposes current contract language for this article.

Article 8 – Salary – OSEA proposes that the current bottom step for all columns is eliminated and all steps are equalized with no less than 3% between steps in the first year of the agreement; In addition, the new bottom step for each column is raised 3.75% (Columns IIA, IIB, IIC, IIIA, IIIB, IIIC, Mech I, Mech II, Mech III,); 4.0% (Column IB and IC); 4.25% (Column IA).

The salary schedules for 2019-20 and 2020-21 shall be renegotiated as part of a salary and benefits economic reopener in the second and third years of the agreement.

A bilingual differential of 5% per hour is added for employees whose positions require bilingual skills.

Employees working the swing shift (5:00 p.m. to 11:00 p.m. shall receive 15 cents per hour in addition to the regular hourly rate.

Compensatory time shall be taken by the June payroll cutoff each year rather than having to be taken within the same pay period.

Educational Assistants and Media Assistants shall all have their schedules increased by .25 hours per day for the 2018-19 school year.

A cell phone stipend of $35 per month shall be paid to those who conduct business in the community or who work away from district worksites or outside on the grounds or who are identified by their supervisor as having the need to be available by cell phone.

Language regarding overnight trip pay shall be added to reflect current practices.

Tentative Agreement Reached:

Article 7 – Emergency Closure – Tentative agreement includes changing “emergency” leave to “personal” leave throughout the article.  Employees who are requested to work outside doing weather preparation or snow/ice removal during inclement weather with custodial, grounds, or maintenance shall receive his or her hourly rate plus $10.00 per hour.

Employees who voluntarily request to work on an inclement weather day and receive approval from the supervisor to do so, will receive their hourly rate for the hours worked.

If all emergency days are used by an employee for inclement weather closure, the District will grant up to two additional emergency days under these circumstances for the reasons outlined as acceptable uses of emergency leave in Article 5 – Paid Leaves of Absence.

Proposed MOU’s Withdrawn:

OSEA withdrew the following proposed MOU’s as they are being addressed directly in existing Articles as follows:

Cell Phone Stipend MOU (Article 8 – Salary)

Overnight Trip Pay MOU (Article 8 – Salary; Article 21 – Transportation)

Appropriate Use of Video and Audio Equipment MOU (Article 19 – Discipline, Dismissal, and Performance)                                                                                                                                                              

An agenda was set for the next session:

The District will provide counter proposals for Article 1 – Recognition, Article 4 – Fringe Benefits, Article 8 – Salary, and Article 11 – Work Time.

OSEA would like to continue the discussion around three newly proposed articles:

Health and Safety, Complaints, and DACA
