Philosophy
The district will maintain an activities and athletics program which is appropriate to the maturity levels of its students and which is as varied as staff, facilities and resources permit. In the district, activities and athletics are considered a complement to the regular academic program.
All students, regardless of their skill levels or ability to pay, should be encouraged to participate in activities or athletics as part of their overall personal, social, intellectual and physical development. Because activities and athletics foster learning which complements the school’s primary mission of providing a strong basic and academic education, care will be taken to ensure that the appropriate balance exists.
Definition of Activities and Athletics
- Action that takes place beyond the normal school day, and/or
- Action outside the classroom which is associated or related to school, and/or
- Action where the members are representatives of the district.
Responsibilities
Administrators, coaches, advisors, student participants and others associated with the district's activities or athletics programs and events shall conduct themselves in a manner that is consistent with the letter and spirit of district and, where appropriate, Oregon School Activities Association (OSAA) policies, rules and regulations and the fundamental values of sportsmanship.
The district will provide comparable interscholastic athletic competition for male and female students in the sports that are offered. The superintendent shall be responsible for the regular review and updating, as necessary, of all district rules governing student participation.
The superintendent is directed to develop administrative regulations or procedures as necessary to ensure an effective hiring, volunteer approval and evaluation program is in place for all district activities. Procedures shall include a process to ensure the accurate certification regarding the eligibility of students, verification that coaches have been certified prior to assuming duties as required, and that all allegations of student ineligibility, staff recruiting violations or conduct that may violate Board policy, administrative regulations and/or OSAA rules and regulations are promptly investigated and reported.
