EL School and District Improvement Program identifies districts that have low outcomes for English learners and provides four years of technical assistance and funding to implement system intervention for the improvement of outcomes for EL students. As described in ORS 336.079(5)(e) and OAR 581-020-0621, if after four years of technical assistance and funding, a district does not meet expected growth student progress indicators, the Agency will direct the district to expend funds under ORS 327.013(1)(c)(A)(II) (ELL weight), for up to three years. Expenditure direction and implementation will be reviewed on an annual basis. (See below for attachment of how the funding is being spent)
