Reynolds Education Association Bargaining Session Update: April 6, 2017

REA Negotiations Update for First Meeting
April 6, 2017


The first bargaining session between Reynolds Education Association (REA) and Reynolds School District (RSD) was held on April 6, 2017 at the Woodland Elementary School Library at 4:00 p.m. Each side presented their initial proposals.

The following ten articles were not opened by the District or by REA for this bargain and are currently proposed to remain with current contract language for 2017-2020:

  • Article 1 – Recognition
  • Article 6 – District Rights
  • Article 10 – Professional Development
  • Article 16 – Transportation Reimbursement
  • Article 20 – Strikes and Lockouts
  • Article 21 – Dues and Payroll Deductions
  • Article 24 – Funding
  • Article 25 – Reduction in Force
  • Article 28 – Mentor Program
  • Article 29 – Site Based Committees

The District and REA both proposed to open the following twelve articles:

  • Article 3 – Miscellaneous
  • Article 5 – Employee Rights
  • Article 9 – Teaching Hours
  • Article 11 – Vacancies, Promotions and Transfers
  • Article 14 – Paid Leaves of Absence
  • Article 15 – Unpaid Leaves of Absence
  • Article 18 – Student Discipline
  • Article 19 – Tuition, Project and/or Workshop Reimbursement
  • Article 22 – Employee Compensation
  • Article 23 – Fringe Benefits
  • Article 26 – Student Services
  • Article 30 – Duration of Agreement

The District also proposed to open the following three articles:

  • Article 2 – Negotiations Procedures
  • Article 8 – Emergency Closure
  • Article 12 – Grievance Procedure

REA also proposed to open the following five articles:

  • Article 4 – Association Rights and Privileges
  • Article 7 – Employee Work Year
  • Article 13 – Academic Freedom
  • Article 17 – Substitute Teachers and Student Teachers
  • Article 27 – Class Workload

Next Session:
The next scheduled bargaining session will be held on April 18, 2017 from 4:00 to 8:00 p.m. in the Woodland Elementary School Library. The District will bring counter proposals for Article 3 (Miscellaneous) and Article 4 (Association Rights and Privileges) and requests to begin discussion related to Article 7 (Employee Work Year) and Article 13 (Academic Freedom) to better understand REA’s concerns so the District can write a counter proposal.
REA will bring counter proposals for Article 2 (Negotiations Procedure) and Article 8 (Emergency Closure).
