OSEA Bargaining Session Update: June 26, 2017

The fifth bargaining session between Oregon School Employees Association (OSEA) and Reynolds School District (RSD) was held on June 26, 2017 in the Woodland Elementary School Library from 4:00 p.m. to 6:00 p.m. 

Proposals were exchanged as follows:

OSEA presented counter proposals for the following two articles as well as a proposal for the Furlough Days Memorandum of Agreement:

Article 4 – Fringe Benefits

Article 5 – Paid Leaves of Absence (included two pieces of supporting documentation)

MOA – Furlough Days for 2017/2018

The District presented a counter proposal for the following article as well as an updated proposal for the Furlough Days Memorandum of Agreement:

Article 8 - Salary

MOA – Furlough Days for 2017/2018

There was continued discussion about the proposed MOA for cutting 5 days from the 2017-2018 work calendar due to the significant budget shortfall the district is facing for the 2017-2019 biennium.

Tentative Agreement was reached on:

Article 9 – Holidays (current contract language)

Future Sessions:

No future sessions have been scheduled at this time.  The parties agreed to communicate in July to schedule future sessions in August.

Update: District Offer MOA Furlough Days

At the June 29, 2017 regular OSEA Contract Maintenance meeting with OSEA leadership, the Director of Human Resources provided an updated MOA – Furlough Days for 2017/2018 (attached) for leadership to share with the Bargaining team as no additional bargaining sessions were scheduled and the District had edited the MOU to include a step increase in order to be consistent with the other two groups as the OSEA contract does not consider step increases as status quo.
