OSEA represents non-licensed staff, such as educational assistants, clerks and secretaries, groundskeepers, custodial staff, bus drivers, and nutrition staff.

On October 7, 2011,  Reynolds School District Board called for mediation services after eight sessions without agreement on any articles.
