OSEA Bargaining Session Update: November 20, 2017

The eighth bargaining session between Oregon School Employees Association (OSEA) and Reynolds School District (RSD) was held on November 20, 2017 in the library at Reynolds Middle School from 6:30 p.m. to 9:00 p.m. 

The District presented a package counter proposal as follows:

Article 4 – Fringe Benefits.  The same proposal as presented on October 5th.  The proposal contains:

  • Benefit contributions remain status quo for 2017-18 with a provision that should the insurance cap set forth in the contract between the District and REA increase above $1300, the cap for 12 month employees will be increased by the same amount.  The caps set for 195-day or more and 194-day or less employees shall be increased so that they remain the same percentage of the 12-month cap as set forth in the current contract.

Article 5 – Paid Leaves of Absence.  The same proposal as presented on October 5th. The proposal contains:

  • Changing the name of Emergency Leave to Personal Leave
  • Ability for staff to take personal leave in two-hour increments when a substitute is not required.
  • Staff may use up to 4 days of personal leave for all reasons listed, except for their own personal wedding which remains at 1 day.
  • Adds section I. Workplace Protections for Victims of Domestic Violence, Sexual Assault or Stalking to reference ORS 659A.290.

Article 8 – Salary. The proposal contains:

  • The elimination of current Step 1 and the addition of a new Step 11 which will be 2% higher than the current Step 10.
  • The Mechanic Columns on the salary schedule would experience an increase at all steps as follows: 

  *MECH I = 3%      * MECH II = 8%      * MECH III = 8%

  • Additional longevity step of $.35 for 30 years.
  • Step increase based on beginning service in his or her regular position (excluding training) rather than based on hire date.
  • Increase in shift differential from twenty cents to thirty cents per hour (10 p.m. to 6 a.m.)
  • Increase in on-call compensation for Grounds and Maintenance employees from two hours of pay at time and one-half for the week to four hours of pay at time and one-half for the week for the weeks during which the employee is on call in addition to the two hours of minimum pay at time and one-half for each call back during the on-call week.
  • Additional language proposing a more specific job description review process.

Following a caucus, two small group sidebars were held away from the large group session.  However, no additional formal proposals were exchanged.

                                                                                                                                                                                          

The following day, November 21, 2017, the District and OSEA reached a tentative agreement to settle the economic reopener (see attached).

The changes from the package proposal outlined above were as follows:

Article 8 – Salary:

  • The new Step 11 will be 3% higher than the current Step 10.
  • Step increases will continue to be based on hire date (current contract language).
