Reynolds Education Association Bargaining Session Update: May 12, 2014

REA Negotiations Update for May 12, 2014
 
The meeting was held at the OEA Office from 8:00 a.m. to 4:00 p.m.
 
The District presented a counter proposal for Article 21 – Dues and Payroll Deductions and after a brief discussion, we TA’d the Article.
 
REA presented a counter proposal for Article 7 – Employee Work Year.
There was discussion about a portion of REA’s proposal that half the early release/late arrival dates be reserved for implementation days to be member directed for teams to collaborate, plan, meet, and implement based on what the District has required to be done.  Because the early release/late start days were originally approved by the School Board to become weekly, they will need to weigh in on whether they would be willing to continue to approve them as weekly with this change in how they would be utilized.
 
REA also provided new language regarding the Sick Leave Bank portion of Article 14 – Paid Leaves of Absence for review and discussion.  The current capabilities of iVisions for tracking the leave usage need to be investigated further and Evan and Jennifer agreed to meet off line to continue the discussion before the next negotiations session.
 
The District provided a counter proposal for Article 11 and we TA’d it with the minor change that all transferred employees would be provided with two days to move rather than only those who are involuntarily transferred in accordance with current contract language and practice.  We also TA’d Article 10 which will be deleted as a result of it being incorporated into Article 11.
 
Brenda Martinek, Executive Director of Student Services, joined us for a discussion regarding REA’s initial proposal for Article 26 – Special Education (retitled as Student Services).

The following 11 articles remain open:  Articles 5, 7, 9, 14, 18, 22, 23, 25, 26, and 27 and 31.
 
The session ended at 4:00 and the agenda was set for the next session which will be held on Wednesday, May 28th from 8:00 a.m. to 4:00 p.m. at the OEA Office.
 
We will discuss Articles 22 – Employee Compensation and 23 – Fringe Benefits and REA will bring supporting documentation for their opening monetary proposal.  We will also return to our discussion on Article 5 and we will have an opening discussion on Article 18 – Student Discipline.
 
The District will bring counter proposals for Article 7 – Employee Work Year and Article 26 – Special Education
Rachel will join us for the discussion on Article 22 and Article 23.
 
We also added another negotiation date to the calendar on Monday, June 16th from 8:00 a.m. to 4:00 p.m. at the OEA office.
