02/01/2023 Update: Reynolds School District Listening & Learning Summary: Reynolds SD Bond Planning
In the fall of 2022, Reynolds School District, with the support of BRIC Architecture and the participation of Self Enhancement, Inc. (SEI) and Latino Network, conducted a series of 19 Listening and Learning sessions to gather input on community priorities for District investments.
These sessions were held with the dual purpose of informing the RSD School Board’s 2023-2024 budget cycle, and to support the District’s planning efforts for a future bond measure. This report details the key themes of this feedback.

Reynolds School District Charge for the Bond Finance and Planning Committee
1. Overview: The Reynolds School District Board of Directors (School Board) shall establish a “Bond Development Advisory Committee,” comprised of 13 community members, 12 staff members (administrative, licensed, and support staff) to consider options for submitting a potential capital construction bond to voters in May 2023. The Deputy Superintendent will serve as liaison to the group.
2. Type of Committee: This is a Board Committee that may submit a recommendation to the School Board.
3. Charge: The School Board is considering a potential capital construction bond measure to address the most urgent facilities needs identified by the district’s Long Range Facilities Planning Report. The charge of the Bond Committee is to consider various options for a new bond proposal. The committee will meet in person five (5) times from October 2022 - January 2023 and will:
- Review the facilities needs identified by the Long Range Facilities Planning Committee;
- Consider options for financing a potential bond, including amount of bond and length of payback period;
- Develop a timeline and long-term plan for addressing capital improvement projects relating to facilities needs;
- Consider community feedback in creating the recommendation; and
- Recommend to the School Board a potential bond package that could be submitted to voters.
4. Authority: The committee will make a recommendation to the School Board, but will have no independent authority to obligate District funds or issue directions to the District’s administration. The committee’s recommendations will be used to inform decisions made by the Superintendent and the School Board.
5. Duration of Charge: The committee will meet in-person five (5) times from October 2022 - January 2023 (see dates, times, and location below) and will submit a recommendation to the School Board on or before February, 2023.
