Reynolds Education Association Bargaining Session Update: May 28, 2014

REA Negotiations Update for May 28, 2014
 
The meeting was held at the OEA Office from 8:00 a.m. to 3:30 p.m.
 
The meeting began with a discussion regarding Article 21 Dues and Payroll Deductions and a request from the District to make a minor change even though the Article had already been tentatively agreed (TA'd) upon in a prior session.  The TA’d Article indicates that members must let Human Resources know in writing by May 30 of each year if they wish to receive their summer checks monthly.  Given that the summer payrolls are generally all completed by May 25, this date is really too late.  The request was to move the notification date to May 1 in order to precede the completion of the payrolls. REA agreed to the change.  The date was updated to May 1 and initialed as accepted by both parties.
 
Article 7 - Employee Work Year
The District presented a counter proposal for Article 7 - Employee Work Year and explained that the Board is not willing to change these days to being member directed.
 
There was a productive discussion regarding Article 18 and issues around notifications to members regarding the status of referrals, notification to members regarding safety plans, and how student discipline is handled at the building level but no proposals were exchanged.
 
Following a two hour caucus, REA presented a counter proposal for Article 7 which requested that half the early release late start days be devoted to implementation which would be directed by administration rather than members.
 
Article 26 - Special Education
The District presented its counter proposal to Article 26 Special Education with the caveat that it did not yet include a monetary component because we wished to have more discussion about paid days, stipends, time cards, and sub time before presenting a counter offer.  Additional discussion was had and the District will prepare a more complete counter proposal for our next session.
 
Articles 22 and 23 Compensation and Fringe Benefits
The groups caucused again for 30 minute and then resumed to discuss Articles 22 and 23 Compensation and Fringe Benefits
No counter proposals were exchanged and no agreement was reached as to who should present the first counter proposal.  The parties agreed to continue the discussion next time.
 
The session ended at 3:30 with a discussion on what remains to be settled.  The following 11 articles still remain open:  Articles 5, 7, 9, 14, 18, 22, 23, 25, 26, and 27 and 31.
 
It was agreed that we are getting closer on Articles 5 and 7 and still working on narrowing the issues for Article 9 but there are still some outstanding issues. 
 
For next time the District will bring counter proposal for Articles 7 and 18 and a complete proposal, including monetary information, for Article 26.  REA may possibly bring a counter proposal for Article 9 Teaching Hours and we will continue our discussion on Articles 5, 22, 23 and 25.
