Oregon School Employees Association Bargaining Session Update: April 3, 2017

The first bargaining session between Oregon School Employees Association (OSEA) and Reynolds School District (RSD) was held on April 3, 2017 at the Woodland Elementary School Library at 5:00 p.m. Each side presented their initial proposals for the one-year proposed economic reopener.


The following twenty articles were not opened by the District or by OSEA for this bargain and were TA’d (tentatively agreed) to remain with current contract language for 2017-2020:

  • Article 1 – Recognition
  • Article 2 – District Rights
  • Article 3 – Physical Examination
  • Article 6 – Unpaid Leaves of Absence
  • Article 10 – Vacations
  • Article 11 – Work Time
  • Article 12 – Association Rights
  • Article 13 – Personnel Records
  • Article 14 – Seniority/Layoff/Recall
  • Article 15 – Association Dues
  • Article 16 – Strike and Work Stoppage
  • Article 17 – Separability
  • Article 18 – Funding
  • Article 19 – Discipline, Dismissal, and Performance
  • Article 20 – Grievance Procedure/Contract Maintenance
  • Article 21 – Transportation
  • Article 22 – Meetings and Conventions
  • Article 24 – Job Openings
  • Article 25 – Discrimination
  • Article 26 – Early Retirement

The District and OSEA both proposed to open the following two articles and address proposed continuation of one Memorandum of Agreement:

  • Article 4 – Fringe Benefits
  • Article 8 – Salary
  • Memorandum of Agreement – Contracting Out


The District also proposed to open the following article:

  • Article 23 – Workshops/Courses


February 13, 2017 OSEA Negotiations Update:

OSEA also proposed to open the following three articles and address proposed continuation of Memorandum of Agreement:

  • Article 5 – Paid Leaves of Absence
  • Article 7 – Emergency Closure
  • Article 9 – Holidays
  • Memorandum of Agreement – Educational Assistant Subcommittee

Next Session:
The next scheduled bargaining session will be held on May 9, 2017 from 5:00 to 8:00 p.m. in the Woodland Elementary School Library. The District will bring counter proposals for Article 5 (Paid Leaves of Absence) and Article 7 (Emergency Closure) and come prepared to address the proposed continuation of Memorandum of Agreement (Educational Assistant Subcommittee). Discussion will begin related to Article 8 (Salary).
OSEA may bring one additional housekeeping change to an additional article.
