Resolution 2023-2024-001 Designating District Officers, Clerks, Agents, Depositories of Funds
RESOLUTION 2023–2024-001 A RESOLUTION DESIGNATING DISTRICT OFFICERS, CLERKS, AGENTS, AND DEPOSITORIES OF FUNDS FOR THE 2023–24 SCHOOL YEAR
DISTRICT CLERKS
WHEREAS, Frank Caropelo, Superintendent of Reynolds School District #7, is designated by law as Clerk/Chief Executive Officer of said District for the 2023–24 fiscal year;
WHEREAS, the Chief Operations Officer, Executive Director of Financial Services, Chief Academic Officer, and Executive Director of Human Resources are qualified to act as Deputy Clerks of Reynolds School District #7, and the Board desires that they be authorized under the direction and/or in the absence of the Clerk to receive, hold in custody, and expend all funds of the District as required by law and as directed by the Board, to furnish bonds as required by law, and together with the Board Chairperson, execute legal documents.
NOW, THEREFORE BE IT RESOLVED, pursuant to ORS 332.515, that Superintendent is hereby authorized to sign as Clerk and to receive, hold in custody, and expend all funds of the district as required by law and as directed by the Board, and
BE IT FURTHER RESOVLED, that by direction of, or in the absence or inability of the Clerk, the said Deputy Clerks are hereby authorized to exercise such authority on behalf of the district for the 2023–24 fiscal year in accordance with District Policy DGA: Authorized Signatures.
DESIGNATION OF LOCAL PUBLIC CONTRACT REVIEW BOARD
BE IT RESOLVED that the governing body of Reynolds School District #7, the Board of Directors, be designated as the Local Public Contract Review Board for 2023–24, in accordance with ORS 279.
SIGNING OF AGREEMENTS
BE IT RESOLVED, that the Clerk, Deputy Clerk, or designees as assigned by the Clerk be authorized to sign contracts, conveyances or other documents for products, materials, supplies and other services that are in the current budget appropriations and make appropriate payments on behalf of the District as necessary in accordance with District Policy DJA, District Purchasing.
BUDGET OFFICER
BE IT RESOLVED, that Frank Caropelo, Superintendent of Reynolds School District #7 is hereby designated to serve as Budget Officer for the fiscal year 2023–24 in accordance with Board Policy DB.
GRANT OFFICER
WHEREAS, grant funding may become available through Federal, State or other sources; and
WHEREAS, certain available grant funds may be deemed beneficial toward improvement of the District's educational system;
BE IT RESOLVED, that the Superintendent and Executive Director of Financial Services, or designees as assigned by the clerk, be named as the Local Agency Representative and shall hereby be authorized to execute and file application(s) for and on behalf of the District and otherwise act as District officials in all activities related to grants during fiscal year 2023–24.
LEGAL COUNSEL
BE IT RESOLVED, that Garrett- Hemann, Robertson, The Hungerford Law firm, Miller Nash, LLP, and Hawkins Delafield & Wood are hereby designated to serve as General, Labor, or Bond Counsel for the Reynolds School District #7 during fiscal year 2023–24.
AUDITOR
BE IT RESOLVED, that Pauly & Rogers P.C. is hereby designated to serve as Auditor for the Reynolds School District #7 and to complete the 2022–23 annual audit, during the 2023–24 fiscal year and in accordance with District Policy DIE: Audits.
AUTHORIZATION TO FILL VACANCIES
BE IT RESOLVED, that the Superintendent or designee is hereby authorized to accept resignations and fill vacancies, and report these actions to the board during fiscal year 2023–24.
APPLICATION FOR FEDERAL IMPACT AID
BE IT RESOLVED, that Executive Director of Financial Services is designated as the authorized representative of the district in connection with filing for Federal Impact Aid for Reynolds School District #7 during fiscal year 2023–24.

Resolution 2023-2024-002 Hispanic and Latino Heritage Month
RESOLUTION #2023-2024-002 PROCLAIMING THE CELEBRATION OF NATIONAL HISPANIC AND LATINO HERITAGE MONTH
WHEREAS, forty-four percent of enrolled students are Hispanic and/or Latino; and
WHEREAS, history is rich with Hispanic and Latino peoples, who positively influence and enrich our nation, our society, our region, our state, and our schools;
WHEREAS, the contributions of persons with Latino and Hispanic heritage have been a consistent and vital influence in our nation’s growth and prosperity for more than five centuries;
WHEREAS, Spanish, Mexican, and indigenous cultures were established in this region before Oregon obtained statehood. Spanish sailor Juan Perez and his Mexican crew explored the area along the coasts of Oregon and Washington in 1774. From the mid 1800s to the mid 1900s, Latino mined for resources, worked in the lumber industry, helped shape our livestock industry through the "vaquero" (cowboy) tradition and built highways and railroads in Oregon. In the 1950s, Mexicano and Mexican-American Tejano families permanently settled in several regions of Oregon and Hispanic and Latino farm workers were a crucial part of Oregon's agricultural economy. As early as the 1960s, Latino and Hispanics initiated businesses meeting local demand in the service industry, health, manufacturing, and high-tech sectors, while establishing themselves as integral community members working in public service and civic society. Today, over two-thirds of Hispanic Oregonians were born in the United States and they continue to own business, serve as community leaders and vital contributors within vocations, civic and community life.
WHEREAS, the Reynolds School Board has established that each and every student is to be celebrated and appreciated for the distinct and vibrant contributions made by sharing cultures, language, ideas, beliefs and values within a school community; and
WHEREAS, the Reynolds School Board has an adopted equity policy that states our commitment to closing the achievement gap and creating an educational environment where all students have the opportunity to benefit equally from the educational programs offered; and
WHEREAS, the Reynolds School District is working towards eliminating the racial predictability and disproportionality in all aspects of education; and
WHEREAS, the contributions of our Latino and Hispanic students and families are a vital and vibrant part of our public school system.
NOW, THEREFORE, BE IT RESOLVED that the Reynolds School Board of Directors proclaims September 15 - October 15, to celebrate HISPANIC AND LATINO HERITAGE MONTH; and
BE IT FURTHER RESOLVED that the Reynolds School Board of Directors strongly encourages our staff and community to observe, recognize, and celebrate the culture, heritage, and contributions of Hispanics/Latino to our country, our state, our cities, and our schools.
Resolution 2023-2024-003 National Principals Month
RESOLUTION #2023-2024-003 PROCLAIMING THE CELEBRATION OF NATIONAL PRINCIPALS MONTH
WHEREAS, the Reynolds School Board will declare the month of October 2023 as "National Principals Month" in coordination with the efforts of the National Association of Elementary School Principals, the American Federation of School Administrators, and the National Association of Secondary School Principals, working with the U.S. Congress, to designate "National Principals Month" and resolutions thereof;
WHEREAS, the vision, dedication, and determination of a principal provides the mobilizing force behind any school reform effort; WHEREAS, principals are expected to be educational visionaries, instructional leaders, assessment experts, disciplinarians, community builders, public relations experts, budget analysts, facility managers, special programs administrators, and guardians of various legal, contractual, and policy mandates and initiatives, as well as being entrusted with the education and development of young people, the most valuable resource;
WHEREAS, principals will play a vital role in the successful implementation of the Every Student Succeeds Act (ESSA);
WHEREAS, principals set the academic tone for their schools and work collaboratively with teachers to develop and maintain high curriculum standards, develop mission statements, and set performance goals and objectives for schools to achieve educational excellence; WHEREAS, the Reynolds School Board honors such exemplary elementary and middle level public, private, and independent school leaders committed to serving students from prekindergarten to grade eight (pre-K-8) in their profession;
WHEREAS, the Reynolds School Board recognizes outstanding middle level and high school principals who have succeeded in providing high-quality learning opportunities for students, as well as their exemplary contributions to the profession;
WHEREAS, to honor and recognize the contribution of all school principals and assistant principals at all grade levels to the success of students in Oregon elementary and secondary schools, and to encourage residents of Oregon to observe "National Principals Month" with appropriate ceremonies and activities that promote awareness of school leadership's role in ensuring that every child has access to a high-quality education.
NOW, THEREFORE, BE IT RESOLVED that in honor of the service of all elementary, middle level, and high school principals, and to recognize the importance of their school leadership so that every child has access to a high-quality education, and to celebrate school leader accomplishments, the month of October 2023 is hereby designated in Oregon to be "National Principals Month."

Resolution 2023-2024-004 Indigenous Peoples Day
RESOLUTION #2023-2024-004 PROCLAIMING THE SECOND MONDAY OF OCTOBER AS INDIGENOUS PEOPLES’ DAY
WHEREAS, the Reynolds School Board of Education recognizes that the Indigenous Peoples of the lands that would later become known as the Americas have occupied these lands since time immemorial; and
WHEREAS, the Board values the many contributions made to our community through Indigenous People’ knowledge, labor, technology, science, philosophy, arts, and the deep cultural contribution that has substantially shaped our district; and
WHEREAS, the Board has established that each and every student is to be celebrated and appreciated for the distinct and vibrant contributions made by sharing cultures, language, ideas, beliefs, and values within a school community; and
WHEREAS, the Board recognizes the fact that the Reynolds School District is built upon the homelands, villages, and traditional use areas of the Multnomah and Clackamas Chinookan of this region, without whom the building of the District would not be possible; and
WHEREAS, The Reynolds School District (“District’), through its Equity Policy, is committed to creating welcoming school environments and recognizing diversity and appreciation of culture, class, language, ethnicity, and other differences; and
WHEREAS, the District promotes closing the opportunity gap for Indigenous Peoples and eliminating the racial achievement gap and disproportionality in all aspects of education.
WHEREAS, the idea of Indigenous Peoples’ Day was first proposed in 1977 by a delegation of Native Nations to the United Nations; and
WHEREAS, the Oregon American Indian/Alaska Native State Plan mandates that the public schools of our District teach about the history, culture, contemporary lives, and governments of the Indigenous peoples of the Americas, with special emphasis on those from Oregon and across the Pacific Northwest.
NOW, THEREFORE, BE IT RESOLVED that the Reynolds School Board of Directors proclaims every second Monday of October, as Indigenous Peoples’ Day. The District shall encourage staff to utilize the second Monday in October as an opportunity to reflect upon the ongoing struggles of the Indigenous Peoples of this land, to celebrate the thriving cultures and values of the Indigenous Peoples of our region, and to stand in solidarity with Indigenous Peoples elsewhere.
Appropriate District calendars and websites shall reference the second Monday of October as Indigenous Peoples’ Day.
The struggles and achievement of Indigenous Peoples contributed profoundly to the culture and community of the District. The District affirms the contributions and reaffirms its ongoing commitment to building awareness and an inclusive society.
The Board of Directors strongly encourages our staff and community to observe, recognize, and celebrate the culture, heritage, and contributions of Native Americans to our country, our state, our cities, and our schools.

Resolution 2023-2024-005 National Bullying Prevention Month
RESOLUTION # 2023-2024-005 RESOLUTION PROCLAIMING THE CELEBRATION OF NATIONAL BULLYING PREVENTION MONTH
WHEREAS, National Bullying Prevention month is a campaign in the United States founded in 2006 by PACER’s National Bullying Prevention Center. The campaign is held during the month of October and unites communities nationwide to educate and raise awareness of bullying prevention. Initially held the first week of October, the event was expanded to the entire month in 2010.
WHEREAS, over the last year, schools throughout the US have experienced a frightening increase in bullying and acts of hate; and
WHEREAS, bullying directly affects a student’s ability to learn. Students who are bullied often do not want to go to school. They often find it difficult to concentrate, show a decline in grades, and lose self-esteem, self-confidence, and self-worth; and
WHEREAS, bullying occurs in neighborhoods, playgrounds, schools, and online through technology; and
WHEREAS, various researchers have concluded that bullying is the most common form of violence, affecting millions of American children and adolescents annually; and
WHEREAS, bullying is a community wide issue that must no longer be ignored or thought of as a rite of passage. Students, parents, and educators all have a role in addressing bullying situations and changing school culture; and
WHEREAS, we affirm our commitment to a safe and affirming space by recognizing National Bullying Prevention Month;
NOW, THEREFORE, BE IT RESOLVED that the Reynolds School Board recognizes the month of October as National Bullying Prevention Month.

Resolution 2023-2024-006 National School Lunch Week
RESOLUTION #2023-2024-006 PROCLAIMING THE CELEBRATION OF NATIONAL SCHOOL LUNCH WEEK
WHEREAS, in 1946, then-President Harry Truman signed the National School Lunch Act; WHEREAS, the National School Lunch Program is now the largest federal child nutrition program;
WHEREAS, on October 9, 1962, Congress, by joint resolution, designated the week beginning the second Sunday in October each year as “National School Lunch Week;”
WHEREAS, October 9-13, 2023 is designated National School Lunch Week; WHEREAS, approximately 30 million students nationwide are served daily meals through the National School Lunch Program;
WHEREAS, 95% of students nationwide are enrolled in schools participating in the National School Lunch Program;
WHEREAS, the National School Lunch Program is dedicated to the health and well-being of our nation’s children and has served our country for more than 60 years through advanced practices and nutrition education;
WHEREAS, the nutrition staff across the Reynolds School District serve approximately 2,534 breakfasts and 5,140 lunches each day;
WHEREAS, every Reynolds School District student enrolled in our schools and charters receive breakfast and lunch at no cost under the Community Eligibility Provision (CEP) meal service through the National School Lunch Program;
WHEREAS, the Reynolds School District celebrates and recognizes events and activities promoting the benefits of the National School Lunch Program;
NOW, THEREFORE, BE IT RESOLVED that the Reynolds School District publicly thanks the Nutrition Services staff and the staff at each school for providing an excellent School Nutrition program for our school district.
BE IT FURTHER RESOLVED that Reynolds School District Board of Education proclaims the district will celebrate National School Lunch Week from October 9-13, 2023.

Resolution 2023-2024-007 National School Custodian Appreciation Day
RESOLUTION #2023-2024-007 RESOLUTION PROCLAIMING THE CELEBRATION Of NATIONAL SCHOOL CUSTODIAN APPRECIATION DAY
WHEREAS, Reynolds custodians work daily to clean over one million square feet;
WHEREAS, Custodians are the “eyes and ears” on the school campus, often the only person making the rounds, inside and outside the building, aware of anything or anyone out of the ordinary, assuring that doors are secure, that any hazard is eliminated, that the learning environment is safe and secure;
WHEREAS, Custodians work tirelessly to remove dirt, dust, allergens, and other asthma triggers, thus helping to reduce the largest cause of student absenteeism in the United States;
WHEREAS, Custodians are setting a professional example of positive adult behavior, fostering positive relationships with staff and students, and showing a friendly, smiling face to light up a students’ day;
NOW, THEREFORE, BE IT RESOLVED, The Reynolds School Board publicly thanks the custodial staff for their hard work and dedication to provide a healthy and safe learning environment for the students in our school district.
BE IT FURTHER RESOLVED, the District shall celebrate National School Custodian Appreciation Day on October 2, 2023.

Resolution 2023-2024-008 National Coming Out Day
RESOLUTION # 2023-2024-008 RESOLUTION PROCLAIMING THE CELEBRATION OF NATIONAL COMING OUT DAY
WHEREAS, October 11th is recognized as National Coming Out Day, and this will be the 35th celebration of the day that promotes a safe world for lesbian, gay, bisexual, transgender, questioning, two-spirit, intersex, and asexual (LGBTQ2SIA+) individuals and their allies to live truthfully and openly;
WHEREAS, National Coming Out Day was founded 35 years ago by Robert Eichberg and Jean O’Leary who envisioned a world where LGBTQ2SIA+ people could live truthfully and openly. They believed that honest and genuine relationships would undermine the pervasive prejudice about LGBTQ2SIA+ concerns. Thirty-five years later, that vision still holds true;
WHEREAS, LGBTQ2SIA+ students who can identify an out LGBTQ2SIA+ school staff or adult ally report a dramatic increase in feeling safe overall at their school;
WHEREAS, almost 25% of students either have an LGBTQ2SIA+ family member or identify as LGBTQ2SIA+ themselves;
WHEREAS, sexual orientation and gender-expression-biased bullying are among the most common forms of harassment in schools;
WHEREAS, the school-dropout rate for LGBTQ2SIA+ students is up to triple the national rate of non-LGBTQ2SIA+ students, due to peer harassment and bullying;
WHEREAS, tragically, youth identifying as LGBTQ2SIA+ are overrepresented in the populations of youth experiencing houselessness, youth who are the victims of bullying, and youth who have attempted or died as a result of suicide;
WHEREAS, we strive to ensure that the District is a consistently safe and affirming space for all students and their families; and
WHEREAS, we affirm our commitment to a safe and affirming space by recognizing National Coming Out Day;
NOW, THEREFORE, BE IT RESOLVED that by recognizing October 11th as National Coming Out Day, we the Governing Board of Reynolds School District, support policies, practices and curriculum that support a safe and affirming space for all stakeholders and honor and respect lesbian, gay, bisexual, transgender, questioning, two-spirit, intersex, and asexual staff, students and their families.

Resolution 2023-2024-009 Native American Heritage Month
RESOLUTION #2023-2024-009 RESOLUTION PROCLAIMING THE CELEBRATION OF NATIONAL NATIVE AMERICAN HERITAGE MONTH IN THE REYNOLDS SCHOOL DISTRICT
WHEREAS, Native Americans are descendants of the original, indigenous inhabitants of what is now the United States;
WHEREAS, Multnomah County encompasses the traditional ancestral homelands of the Bands of the Chinook, Multnomah, Clackamas, Tualatin, Molalla, Kalapuya, Wasco, Cowlitz, and Kathlamet tribes. Since time immemorial, these tribes established their communities in a resource rich area where they traded and fished along the rivers and harvested those natural resources that fed their families and sustained their communities. We recognize the forced sacrifices of these tribes and Indigenous people;
WHEREAS, in the 1950s, under Federal Relocation Policy, a large segment of the Native population in the United States of America was forced to relocate to several major cities of which Portland was one. This has added to the diversity of tribal representation in the region;
WHEREAS, Native Americans, people whose history is rich with those who positively influence and enrich our nation, our society, our region, our state, and our schools through their entrepreneurship, commitment to community service, deep value of justice and liberty, and social and cultural life;
WHEREAS, on August 3, 1990, President of the United States George H. W. Bush declared the month of November as National American Indian Heritage Month, thereafter commonly referred to as Native American Heritage Month;
WHEREAS, Native Americans have made profound contributions and continue to make advances in education, medicine, art, culture, and public service and have been a consistent and vital influence in our nation’s growth and prosperity;
WHEREAS, Multnomah County’s Native American Community is diverse and growing with the population estimated to be nearly 70,000;
WHEREAS, understanding Native history and contemporary life is an important part of celebrating Native American Heritage Month;
WHEREAS, the Reynolds School District has a core belief in Equity that states our commitment to affirmatively overcome the educational barriers that have resulted in a persistent, unacceptable achievement gap for Black, Indigenous, and students of color and to give each student the opportunity and support to meet their highest potential;
WHEREAS, closing opportunity gaps while raising achievement for all students is the top priority of the Board of Education, the Superintendent and all district staff;
WHEREAS, the Reynolds School District Board of Education believes each and every student is to be celebrated and appreciated for the distinct and vibrant contributions made by sharing cultures, language, ideas, beliefs, and values within a school community;
NOW, THEREFORE, BE IT RESOLVED The Reynolds School District Board of Education hereby promotes November 1 through November 30, 2023 as Native American Heritage Month and encourages staff, students, and community members to observe, recognize, and celebrate the culture, heritage, and economic contributions of Native Americans to Oregon and the United States through culturally relevant activities, and to learn about Native history from Native voices to understand the experiences that have shaped the United States.
BE IT FURTHER RESOLVED, The Superintendent or his designee shall work with all schools in the district to recognize Native American Heritage Month through culturally relevant lessons and activities and increased visibility of our Native American community within our school communities.

Resolution 2023-2024-010 Construction Excise Tax Increase
RESOLUTION 2023-2024-010 Construction Excise Tax Increase
WHEREAS, the District has a critical need to build new facilities and improve existing school facilities; and
WHEREAS, the Oregon Legislative Assembly passed Senate Bill 1036, authorizing school districts to impose construction excise taxes to fund capital improvements to school facilities; and
WHEREAS, pursuant to Section 5 of Senate Bill 1036 2007, the District has entered into an intergovernmental agreement with local government, local service district or special government body collecting the tax; and
WHEREAS, pursuant to Section 5 of Senate Bill 1036 2007, this intergovernmental agreement establishes: (a) collection duties and responsibilities; (b) the specific school district account into which construction tax revenues are to be deposited and the frequency of such deposits; and (c) the amount of the administrative fee of less than 1% that the entity collecting the tax may retain to recoup its expenses in collecting the tax.
NOW, THEREFORE, BE IT RESOLVED as follows:

The rates of tax, imposed only on improvements to real property that result in a new structure or additional square footage in an existing structure, with the exemptions outlined in Senate Bill 1036 are:
- Amount not exceeding $1 per square foot on structures or portions of structures intended for residential use, including, but not limited to single unit or multiple-unit housing; and (b) Amount not exceeding $0.50 per square foot on structures or portions of structures intended for nonresidential use, not including multiple-unit housing of any kind.
- In addition, a construction tax imposed on structures intended for nonresidential use will not exceed $25,000 per building permit or $25,000 per structure, whichever is less.

Resolution 2023-2024-012 National School Bus Driver Appreciation Day
RESOLUTION 2023-2024-012 PROCLAIMING THE CELEBRATION OF SCHOOL BUS DRIVER APPRECIATION DAY
WHEREAS, 66 licensed school bus drivers, 12 transportation office staff, one van driver, two bus aides, and two transportation supervisors transport a majority of the district’s students safely to and from school each day;
WHEREAS, the Transportation Services team transports an average of 7,000 students on a daily basis to ensure they can safely arrive to and from school;
WHEREAS, school bus drivers travel each year on regular routes, field trip routes, vocational routes, and special education routes;
WHEREAS, the safety and well-being of children are of utmost concern to all Reynolds parents; school administrators entrust school bus drivers with the welfare of these children; the position of a school bus driver requires tremendous responsibility; they are to maneuver through traffic regardless of road conditions while maintaining the conduct of children on the bus and are looked to for leadership and life-saving decision-making in the event of an emergency;
WHEREAS, the National Safety Council has documented the far smaller number of accidents and fatalities per capita on school buses than automobiles;
WHEREAS, school bus drivers direct children while they are exiting the bus at their destination; school bus drivers are able to observe any suspicious activity or people along their bus route and communicate that information to proper authorities;
NOW, THEREFORE, BE IT RESOLVED, The Reynolds School Board publicly thanks the school bus drivers and transportation office staff for their hard work and dedication to provide a safe ride to and from school for the students in our school district and declare February 22, 2024 School Bus Driver Appreciation Day.

WHEREAS, school counselors provide services to students to help them reach their full potential; and

WHEREAS, school counselors help parents focus on ways to further the educational, personal, and social growth of their children; and

RESOLUTION 2023-2024-014 PROCLAIMING THE CELEBRATION OF NATIONAL CAREER AND TECHNICAL EDUCATION (CTE) MONTH
WHEREAS, February is nationally recognized as Career and Technical Education (CTE) month. The purpose of this initiative is to create public awareness around the value of CTE classes and to recognize the accomplishments and achievements of said classes; and
WHEREAS, CTE classes prepare students for high-wage, high-demand careers. CTE covers many different fields, including health care, information technology, advanced manufacturing, hospitality, and management, and more. CTE encompasses a variety of educational settings, from classroom learning to certification programs to work-based learning opportunities outside the classroom; and
WHEREAS, students within Reynolds School District have the opportunity to participate in CTE classes allowing them to explore and develop technical skills that will lead them to higher education or into the workplace; and
WHEREAS, many of the fastest-growing jobs through 2024 will be in CTE fields according to the Bureau of Labor Statistics Occupational Handbook; and
WHEREAS, Reynolds School District supports opportunities to ensure that all students have access to industry-linked programs and services that enable all students to achieve their career goals; and

WHEREAS, the advocacy efforts of the National Women’s History Project, now known as the National Women’s History Alliance, led to an annual observance of Women’s History Month, which highlights the contributions of women to events in history and contemporary society and is celebrated during March in the United States, the United Kingdom, and Australia; and
WHEREAS, women of every race, class, and ethnic background have made significant and historic contributions to the growth and strength of our society in countless recorded and unrecorded ways; and
WHEREAS, International Women’s Day has been observed since 1908 in the United States when 15,000 women marched in New York City to raise awareness of issues such as wages, shorter working hours, and voting rights; and
WHEREAS, women of every race, religion, class, and ethnic background served as early leaders in the forefront of every major progressive social change movement since the turn of the 20th Century; and
WHEREAS, women have been leaders, not only in securing their own rights of suffrage and equal opportunity, but also in the abolitionist movement, the emancipation movement, the industrial labor movement, the civil rights movement, and other movements, especially the peace movement, which create a more fair and just society for all; and
WHEREAS, despite these contributions, the role of women has been consistently overlooked and undervalued in the literature, teaching, labor, business and in history; and
WHEREAS, additional education is needed in order to increase the knowledge of all citizens relative to the contributions of women to the development of society; and

WORKER WEEK IN REYNOLDS SCHOOL DISTRICT
WHEREAS, in their important role in schools, school social workers are able to help emphasize the whole child, collaborate with other professionals, link students and families with needed services, and advocate for students; and
WHEREAS, school social workers serve as vital members of a school’s education team, playing a central role in creating partnerships between the home, school, and community to ensure student academic success; and
WHEREAS, school social workers are especially skilled in providing services to students who face serious challenges to school success including disability, poverty, discrimination, abuse, neglect, mental illness, homelessness, bullying, familiar stressors, and other barriers to learning; and
WHEREAS, school social workers, being licensed mental health professionals in our schools, provide direct services and necessary assessment, interventions, counseling, family outreach, and community referrals; and
WHEREAS, research indicates that school mental health programs improve educational outcomes by decreasing absences, dropout rates, and discipline referrals, while improving academic achievement; and
WHEREAS, school mental health programs are critical to early identification of, and early intervention for, mental health problems; and

WHEREAS, the Reynolds School Board has designated the week of April 1 through April 5, 2024 as "National Assistant Principals Week" in coordination with the efforts of the National Association of Elementary School Principals, the American Federation of School Administrators, and the National Association of Secondary School Principals working with the U.S. Congress and resolutions thereof;
WHEREAS, an assistant principal, as a member of the school administration, interacts with many sectors of the school community, including support staff, instructional staff, students, and parents;
WHEREAS assistant principals are responsible for establishing a positive learning environment and building strong relationships between school and community;
WHEREAS assistant principals play a pivotal role in the instructional leadership of their schools by supervising student instruction, mentoring teachers, recognizing the achievements of staff, encouraging collaboration among staff, ensuring the implementation of best practices, monitoring student achievement and progress, facilitating and modeling data-driven decision making to inform instruction, and guiding the direction of targeted intervention and school improvement;
WHEREAS the day-to-day logistical operations of schools require assistant principals to monitor and address facility needs, attendance, transportation issues, and scheduling challenges, as well as to supervise extra- and co-curricular events;
WHEREAS assistant principals are entrusted with maintaining an inviting, safe, and orderly school environment that supports the growth and achievement of each and every student by nurturing positive peer relationships, recognizing student achievement, mediating conflicts, analyzing behavior patterns, and providing interventions when necessary;

WHEREAS, for over a century, Arab Americans have been making valuable contributions to virtually every aspect of American society: in science, medicine, law, business, education, technology, government, military service, culture; and
WHEREAS, Victor George Atiyeh, who served as the 32nd Governor of Oregon from 1979 to 1987, was the first Arab American elected as Governor of a State; and
WHEREAS, since migrating to America, men and women of Arab descent have shared their rich culture and traditions with neighbors and friends, while also setting examples of model citizens and public servants; and
WHEREAS, Arab Americans have also enriched our society by sharing in the entrepreneurial American spirit that makes our nation free and prosperous; and
WHEREAS, the history of Arab Americans in the United States remains neglected and individuals are harmed by misconceptions, bigotry, and anti-Arab hate in the forms of crimes and speech; and
WHEREAS, Arab American issues, such as civil rights abuses, harmful stereotyping, and bullying must be combatted in the forms of education and awareness; and
WHEREAS, Arab Americans join all Americans in the desire to see a peaceful and diverse society, where every individual is treated equally and feels safe; and

WHEREAS, the school library media specialist role is to provide the leadership and expertise necessary to ensure that the school library is an integral part of the instructional program of the school; and
WHEREAS, school libraries provide materials to meet individual needs, varied interests, abilities, socioeconomic backgrounds and maturity levels of the students served; and
WHEREAS, school libraries contribute to developing a culture of innovation and creativity for students by delivering personalized learning experiences for students through its use of collaborative workspaces and an environment that allows for reading and learning, investigation and research, and the lifelong pursuit of knowledge; and
WHEREAS, lifelong learning begins and is systematically developed through the school library curriculum of elementary and secondary schools; and

Resolution 2022-2023-002: National Hispanic / Latinx Heritage Month
RESOLUTION 2022-2023-002 PROCLAIMING THE CELEBRATION OF NATIONAL HISPANIC/LATINX HERITAGE MONTH
WHEREAS, forty-four percent of enrolled students are Hispanic and/or Latinx; and
WHEREAS, history is rich with Hispanic and Latinx peoples, who positively influence and enrich our nation, our society, our region, our state, and our schools;
WHEREAS, the contributions of persons with Latinx and Hispanic heritage have been a consistent and vital influence in our nation’s growth and prosperity for more than five centuries;
WHEREAS, Spanish, Mexican, and indigenous cultures were established in this region before Oregon obtained statehood. Spanish sailor Juan Perez and his Mexican crew explored the area along the coasts of Oregon and Washington in 1774. From the mid 1800s to the mid 1900s, Latinx mined for resources, worked in the lumber industry, helped shape our livestock industry through the "vaquero" (cowboy) tradition and built highways and railroads in Oregon. In the 1950s, Mexicano and Mexican-American Tejano families permanently settled in several regions of Oregon and Hispanic and Latinx farm workers were a crucial part of Oregon's agricultural economy. As early as the 1960s, Latinx and Hispanics initiated businesses meeting local demand in the service industry, health, manufacturing, and high-tech sectors, while establishing themselves as integral community members working in public service and civic society. Today, over two-thirds of Hispanic Oregonians were born in the United States and they continue to own business, serve as community leaders and vital contributors within vocations, civic and community life.
WHEREAS, the Reynolds School Board has established that each and every student is to be celebrated and appreciated for the distinct and vibrant contributions made by sharing cultures, language, ideas, beliefs and values within a school community; and
WHEREAS, the Reynolds School Board has an adopted equity policy that states our commitment to closing the achievement gap and creating an educational environment where all students have the opportunity to benefit equally from the educational programs offered; and
WHEREAS, the Reynolds School District is working towards eliminating the racial predictability and disproportionality in all aspects of education; and
WHEREAS, the contributions of our Latinx and Hispanic students and families are a vital and vibrant part of our public school system.

Resolution 2022-2023-003 National Principals Month
RESOLUTION 2022-2023-003 PROCLAIMING THE CELEBRATION OF NATIONAL PRINCIPALS MONTH
WHEREAS, the Reynolds School Board has declared the month of October 2022 as "National Principals Month" in coordination with the efforts of the National Association of Elementary School Principals, the American Federation of School Administrators, and the National Association of Secondary School Principals, working with the U.S. Congress, to designate "National Principals Month" and resolutions thereof;
WHEREAS, the vision, dedication, and determination of a principal provides the mobilizing force behind any school reform effort;
WHEREAS, principals are expected to be educational visionaries, instructional leaders, assessment experts, disciplinarians, community builders, public relations experts, budget analysts, facility managers, special programs administrators, and guardians of various legal, contractual, and policy mandates and initiatives, as well as being entrusted with the education and development of young people, the most valuable resource;
WHEREAS, principals will play a vital role in the successful implementation of the Every Student Succeeds Act (ESSA);
WHEREAS, principals set the academic tone for their schools and work collaboratively with teachers to develop and maintain high curriculum standards, develop mission statements, and set performance goals and objectives for schools to achieve educational excellence;
WHEREAS, the Reynolds School Board honors such exemplary elementary and middle level public, private, and independent school leaders committed to serving students from prekindergarten to grade eight (pre-K-8) in their profession;
WHEREAS, the Reynolds School Board recognizes outstanding middle level and high school principals who have succeeded in providing high-quality learning opportunities for students, as well as their exemplary contributions to the profession;
WHEREAS, to honor and recognize the contribution of all school principals and assistant principals at all grade levels to the success of students in Oregon elementary and secondary schools, and to encourage residents of Oregon to observe "National Principals Month" with appropriate ceremonies and activities that promote awareness of school leadership's role in ensuring that every child has access to a high-quality education.
NOW, THEREFORE, BE IT RESOLVED that in honor of the service of all elementary, middle level, and high school principals, and to recognize the importance of their school leadership so that every child has access to a high-quality education, and to celebrate school leader accomplishments, the month of October 2022 is hereby designated in Oregon to be "National Principals Month."

Resolution 2022-2023-004 Indigenous Peoples' Day
RESOLUTION 2022-2023-004 PROCLAIMING THE SECOND MONDAY OF OCTOBER AS INDIGENOUS PEOPLES’ DAY
WHEREAS, the Reynolds School Board of Education recognizes that the Indigenous Peoples of the lands that would later become known as the Americas have occupied these lands since time immemorial; and
WHEREAS, the Board values the many contributions made to our community through Indigenous People’ knowledge, labor, technology, science, philosophy, arts, and the deep cultural contribution that has substantially shaped our district; and
WHEREAS, the Board has established that each and every student is to be celebrated and appreciated for the distinct and vibrant contributions made by sharing cultures, language, ideas, beliefs, and values within a school community; and
WHEREAS, the Board recognizes the fact that the Reynolds School District is built upon the homelands, villages, and traditional use areas of the Multnomah and Clackamas Chinookan of this region, without whom the building of the District would not be possible; and
WHEREAS, The Reynolds School District (“District’), through its Equity Policy, is committed to creating welcoming school environments and recognizing diversity and appreciation of culture, class, language, ethnicity, and other differences; and
WHEREAS, the District promotes closing the opportunity gap for Indigenous Peoples and eliminating the racial achievement gap and disproportionality in all aspects of education.
WHEREAS, the idea of Indigenous Peoples’ Day was first proposed in 1977 by a delegation of Native Nations to the United Nations; and
WHEREAS, the Oregon American Indian/Alaska Native State Plan mandates that the public schools of our District teach about the history, culture, contemporary lives, and governments of the Indigenous peoples of the Americas, with special emphasis on those from Oregon and across the Pacific Northwest.
NOW, THEREFORE, BE IT RESOLVED that the Reynolds School Board of Directors proclaims every second Monday of October, as Indigenous Peoples’ Day. The District shall encourage staff to utilize the second Monday in October as an opportunity to reflect upon the ongoing struggles of the Indigenous Peoples of this land, to celebrate the thriving cultures and values of the Indigenous Peoples of our region, and to stand in solidarity with Indigenous Peoples elsewhere.
Appropriate District calendars and websites shall reference the second Monday of October as Indigenous Peoples’ Day.
The struggles and achievement of Indigenous Peoples contributed profoundly to the culture and community of the District. The District affirms the contributions and reaffirms its ongoing commitment to building awareness and an inclusive society.
The Board of Directors strongly encourages our staff and community to observe, recognize, and celebrate the culture, heritage, and contributions of Native Americans to our country, our state, our cities, and our schools.

Resolution 2022-2023-005 National Bullying Prevention Month and National Coming Out Day
RESOLUTION 2022-2023-005 RESOLUTION PROCLAIMING THE CELEBRATION OF NATIONAL BULLYING PREVENTION MONTH AND NATIONAL COMING OUT DAY
WHEREAS, Reynolds School District models, advocates, and promotes the safe and respectful treatment of all our members;
WHEREAS, the month of October is recognized as National Bullying Prevention Month;
WHEREAS, National Bullying Prevention Month is a campaign in the United States founded in 2006 by PACER's National Bullying Prevention Center. The campaign is held during the month of October and unites communities nationwide to educate and raise awareness of bullying prevention. Initially held the first week in October, the event was expanded in 2010 to the entire month.
WHEREAS, October 11th is recognized as National Coming Out Day, and this will be the 34th celebration of the day that promotes a safe world for lesbian, gay, bisexual, transgender and questioning (LGBTQ) individuals and their allies to live truthfully and openly;
WHEREAS, National Coming Out Day was founded 34 years ago by Robert Eichberg and Jean O’Leary who envisioned a world where LGBTQ+ people could live truthfully and openly. They believed that honest and genuine relationships would undermine the pervasive prejudice about LGBTQ+ concerns. Thirty-four years later, that vision still holds true;
WHEREAS, LGBTQ+ students who can identify an out LGBTQ+ school staff or adult ally report a dramatic increase in feeling safe overall at their school;
WHEREAS, almost 25% of students either have an LGBTQ+ family member or identify as LGBTQ+ themselves;
WHEREAS, sexual orientation and gender-expression-biased bullying are among the most common forms of harassment in schools;
WHEREAS, the school-dropout rate for LGBTQ+ students is up to triple the national rate of non- LGBTQ+ students, due to peer harassment and bullying;
WHEREAS, tragically, youth identifying as LGBTQ+ are overrepresented in the populations of youth experiencing houselessness, youth who are the victims of bullying, and youth who have attempted or died as a result of suicide;
WHEREAS, according to the Center for Disease Control, students who are bullied are more likely to experience low self-esteem and isolation, perform poorly in school, have few friends in school, have a negative view of school, experience physical symptoms (such as headaches,
stomachaches, or problems sleeping), and to experience mental health issues (such as depression, suicidal thoughts, and anxiety);
WHEREAS, Bullying affects witnesses as well as targets. Witnesses are more likely to use tobacco, alcohol, or other drugs; have increased mental health problems; and miss or skip school;
WHEREAS, according to the Center for Disease Control, Youth who bully others are at increased risk for substance use, academic problems, and experiencing violence later in adolescence and adulthood. Youth who bully others and are bullied themselves suffer the most serious consequences and are at greater risk for mental health and behavioral problems.
WHEREAS, we strive to ensure that the District is a consistently safe and affirming space for all students and their families; and
WHEREAS, we affirm our commitment to a safe and affirming space by recognizing National Bullying Prevention Month and National Coming Out Day;
NOW, THEREFORE, BE IT RESOLVED that by recognizing October as National Bullying Prevention Month and October 11th as National Coming Out Day, we the Governing Board of Reynolds School District, support policies, practices and curriculum that support a safe and affirming space for all stakeholders and honor and respect lesbian, gay, bisexual, transgender, and questioning staff, students and their families.

Resolution 2022-2023-006 National School Lunch Week
RESOLUTION 2022-2023-006 PROCLAIMING THE CELEBRATION OF NATIONAL SCHOOL LUNCH WEEK
WHEREAS, in 1946, then-President Harry Truman signed the National School Lunch Act;
WHEREAS, the National School Lunch Program is now the largest federal child nutrition program;
WHEREAS, on October 9, 1962, Congress, by joint resolution, designated the week beginning the second Sunday in October each year as “National School Lunch Week;”
WHEREAS, October 10-14, 2022 is designated National School Lunch Week;
WHEREAS, approximately 30 million students nationwide are served daily meals through the National School Lunch Program;
WHEREAS, 95% of students nationwide are enrolled in schools participating in the National School Lunch Program;
WHEREAS, the National School Lunch Program is dedicated to the health and well-being of our nation’s children and has served our country for more than 60 years through advanced practices and nutrition education;
WHEREAS, the nutrition staff across the Reynolds School District serve approximately 2,867 breakfasts and 5,324 lunches each day;
WHEREAS, every Reynolds School District student enrolled in 17 schools receive breakfast and lunch at no cost under the Community Eligibility Provision (CEP) meal service through the National School Lunch Program;
WHEREAS, the Reynolds School District celebrates and recognizes events and activities promoting the benefits of the National School Lunch Program;
NOW, THEREFORE, BE IT RESOLVED that the Reynolds School District publicly thanks the Nutrition Services managers and the staff at each school for providing an excellent School Nutrition program for our school district.
BE IT FURTHER RESOLVED that Reynolds School District Board of Education proclaims the district will celebrate National School Lunch Week from October 10-14, 2022.

Resolution 2022-2023-007 National School Custodian Appreciation Day
RESOLUTION 2022-2023-007 RESOLUTION PROCLAIMING THE CELEBRATION Of NATIONAL SCHOOL CUSTODIAN APPRECIATION DAY
WHEREAS, Fifty-Five full-time custodians working daily to clean over one million square feet;
WHEREAS, Custodians have safely carried us through the COVID-19 pandemic by providing our students and staff with Personal Protective Equipment (PPE) and other safety items: child and adult sized face coverings, hand sanitizer, social distancing signage, bio-based disinfectants, and electrostatic sprayers to safely disinfect entire classrooms in minutes;
WHEREAS, Custodians are the “eyes and ears” on the school campus, often the only person making the rounds, inside and outside the building, aware of anything or anyone out of the ordinary, assuring that doors are secure, that any hazard is eliminated, that the learning environment is safe and secure;
WHEREAS, Custodians work tirelessly to remove dirt, dust, allergens, and other asthma triggers, thus helping to reduce the largest cause of student absenteeism in the United States;
WHEREAS, Custodians are setting a professional example of positive adult behavior, fostering positive relationships with staff and students, and showing a friendly, smiling face to light up a students’ day;
NOW, THEREFORE, BE IT RESOLVED, The Reynolds School Board publicly thanks the custodial staff for their hard work and dedication to provide a healthy and safe learning environment for the students in our school district.
BE IT FURTHER RESOLVED, the District shall celebrate National School Custodian Appreciation Day on October 2, 2022.
Resolution 2022-2023-008 Native American Heritage Month
RESOLUTION 2022-2023-008 PROCLAIMING THE CELEBRATION OF NATIONAL NATIVE AMERICAN HERITAGE MONTH IN THE REYNOLDS SCHOOL DISTRICT
WHEREAS, Native Americans are descendants of the original, indigenous inhabitants of what is now the United States;
WHEREAS, Multnomah County encompasses the traditional ancestral homelands of the Bands of the Chinook, Multnomah, Clackamas, Tualatin, Molalla, Kalapuya, Wasco, Cowlitz, and Kathlamet tribes. Since time immemorial, these tribes established their communities in a resource rich area where they traded and fished along the rivers and harvested those natural resources that fed their families and sustained their communities. We honor the forced sacrifices of these tribes and Indigenous people;
WHEREAS, in the 1950s, under Federal Relocation Policy, a large segment of the Native population in the United States of America was forced to relocate to several major cities of which Portland was one. This has added to the diversity of tribal representation in the region;
WHEREAS, Native Americans, people whose history is rich with those who positively influence and enrich our nation, our society, our region, our state, and our schools through their entrepreneurship, commitment to community service, deep value of justice and liberty, and social and cultural life;
WHEREAS, on August 3, 1990, President of the United States George H. W. Bush declared the month of November as National American Indian Heritage Month, thereafter commonly referred to as Native American Heritage Month;
WHEREAS, Native Americans have made profound contributions and continue to make advances in education, medicine, art, culture, and public service and have been a consistent and vital influence in our nation’s growth and prosperity;
WHEREAS, Multnomah County’s Native American Community is diverse and growing with the population estimated to be nearly 70,000;
WHEREAS, understanding Native American history and contemporary life is an important part of celebrating Native American Heritage Month;
WHEREAS, Reynolds School District has a core belief in Equity that states our commitment to affirmatively overcome the educational barriers that have resulted in a persistent, unacceptable achievement gap for students of color and to give each student the opportunity and support to meet his or her highest potential;
WHEREAS, closing opportunity gaps while raising achievement for all students is the top priority of the Board of Education, the Superintendent and all district staff;
WHEREAS, The Reynolds School District Board of Education believes each and every student is to be celebrated and appreciated for the distinct and vibrant contributions made by sharing cultures, language, ideas, beliefs, and values within a school community;
NOW, THEREFORE, BE IT RESOLVED The Reynolds School District Board of Education hereby promotes November 1st through November 30th, 2022 as Native American Heritage Month and encourages staff, students, and community members to observe, recognize, and celebrate the culture, heritage, and economic contributions of Native Americans to Oregon and the United States through culturally relevant activity, and to learn from the past and understand the experiences that have shaped the United States.
BE IT FURTHER RESOLVED, The Superintendent or her designee shall work with all schools in the district to recognize Native American Heritage Month through culturally relevant lessons and activities and increased visibility of our Native American community within our school communities.

Resolution 2022-2023-009 Black History Month
RESOLUTION 2022-2023-009 PROCLAIMING THE CELEBRATION OF BLACK HISTORY MONTH
WHEREAS, Black History Month in the United States is a historic tradition beginning in 1926 when historian Carter G. Woodson and the Association of Negro Life and History dedicated the second week in February as “Negro History Week”;
WHEREAS, in 1976, as part of the nation’s bicentennial, Black History Week was expanded and became established as Black History Month, and is now celebrated all over North America;
WHEREAS, the rich inventions, courage, resolve, and cultural influences delivered to the nation by African Americans have been traditionally recognized regionally by the state of Oregon;
WHEREAS, It is appropriate that all citizens reflect upon, cherish, and sustain the contributions that black individuals – both past and contemporary – have made to our nation: Marian Anderson; Maya Angelou; Louis Armstrong; Mary McLeod Bethune; Frederick Douglass; Duke Ellington; Louis Gossett, Jr.; Alex Haley; Vice President Kamala Harris; Zora Neale Hurston; Thurgood Marshall; President Barack Obama; Colin Powell; Rosa Parks; Leontyne Price; Paul Robeson; Alice Walker; Phyllis Wheatley; and many more; and;
WHEREAS, such people have sacrificed so that we may progress and be inspired during hard times, and encouraged to celebrate and rejoice during happy times; now, therefore,
WHEREAS the theme for Black History Month 2023 is Black Resistance, established by the Association for the Study of African American Life and History (ASALH). This year’s theme acknowledges that African Americans and Black Americans have resisted historic and ongoing oppression in all forms. The 1950s and 1970s in the United States was defined by actions such as sit-ins, boycotts, walk outs, strikes by Black people and allies in the fight for justice against discrimination in all sectors of society. Black people have sought ways to nurture and protect Black lives, and for autonomy of their physical and intellectual bodies through social justice and resistance, voluntary emigration, nonviolence, education, literature, the arts, sports, media, legislation, and politics. Black led institutions and affiliations have also lobbied, litigated, legislated, protested, and achieved success.
BE IT RESOLVED that Reynolds School District does hereby proclaim February 2023 as Black History Month. The struggles and achievements of Black people and their role in America’s history profoundly influences and enriches the culture of the United States. Reynolds School District acknowledges these contributions and reaffirms its ongoing commitment to building awareness and an inclusive society.
Resolution 2022-2023-010 National School Bus Driver Appreciation Day
RESOLUTION 2022-2023-010 PROCLAIMING THE CELEBRATION OF NATIONAL SCHOOL BUS DRIVER APPRECIATION DAY IN THE REYNOLDS SCHOOL DISTRICT
WHEREAS, 64 licensed school bus drivers, 13 transportation office staff, and two transportation supervisors transport a majority of the district’s students safely to and from school each day;
WHEREAS, the Transportation Services team transports an average of 8,000 students on a daily basis to ensure they can safely arrive to and from school;
WHEREAS, school bus drivers travel each year on regular routes, field trip routes, vocational routes, and special education routes;
WHEREAS, the safety and well-being of children are of utmost concern to all Reynolds parents; school administrators entrust school bus drivers with the welfare of these children; the position of a school bus driver requires tremendous responsibility; they are to maneuver through traffic regardless of road conditions while maintaining the conduct of children on the bus and are looked to for leadership and life-saving decision-making in the event of an emergency;
WHEREAS, the National Safety Council has documented the far smaller number of accidents and fatalities per capita on school buses than automobiles;
WHEREAS, school bus drivers direct children while they are exiting the bus at their destination; school bus drivers are able to observe any suspicious activity or people along their bus route and communicate that information to proper authorities;
NOW, THEREFORE, BE IT RESOLVED, The Reynolds School Board publicly thanks the school bus drivers and transportation office staff for their hard work and dedication to provide a safe ride to and from school for the students in our school district.
BE IT FURTHER RESOLVED, The Superintendent or designee shall celebrate National School Bus Driver Appreciation Day on February 22, 2023.
Resolution 2022-2023-011 National School Counseling Week
RESOLUTION 2022-2023-011 PROCLAIMING THE CELEBRATION OF NATIONAL SCHOOL COUNSELING WEEK IN THE REYNOLDS SCHOOL DISTRICT
WHEREAS, the American School Counselor Association has designated February 6-10, 2023, as “National School Counseling Week;”
WHEREAS, 40 school counselors are employed with Reynolds School District to help students reach their full potential;
WHEREAS, School counselors work to maximize student success, promoting access and equity for all students. As vital members of the school leadership team, school counselors create a school culture of success for all;
WHEREAS, school counselors are actively committed to helping student explore their abilities, strengths, interests, and talents as these traits relate to career awareness and development;
WHEREAS, school counselors help parents focus on ways to further the educational, personal, and social growth of their children;
WHEREAS, school counselors work with teachers and other educators to help students explore their potential and set realistic goals for themselves;
WHEREAS, school counselors seek to identify and utilize community resources that can enhance and complement comprehensive school counseling programs and help students become productive members of society;
WHEREAS, comprehensive developmental school counseling programs are considered an integral part of the educational process that enables all students to achieve success in school;
NOW, THEREFORE, BE IT RESOLVED, The Reynolds School Board publicly thanks the school counselors at each school for providing a vital support system for our school district.

RESOLUTION 2022-2023-012 PROCLAIMING THE CELEBRATION OF CLASSIFIED EMPLOYEE APPRECIATION WEEK IN THE REYNOLDS SCHOOL DISTRICT
WHEREAS, the education of youth is essential to the future of our community, state, country and world; and
WHEREAS, classified employees are the backbone of our public education system; and
WHEREAS, classified employees work directly with students, educators, parents, volunteers, business partners, and community members; and
WHEREAS, classified employees support the smooth operation of offices, the safety and maintenance of buildings and property, and the safe transportation, healthy nutrition, and direct instruction of students; and
WHEREAS, our community depends upon, and trusts classified employees to serve students; and
WHEREAS, classified employees, with their diverse talents and true dedication, nurture students throughout their school years.
NOW, THEREFORE, BE IT RESOLVED that the Reynolds School District Board of Directors proclaims March 6-10, 2023, to be CLASSIFIED EMPLOYEE APPRECIATION WEEK; and
BE IT FURTHER RESOLVED that the Reynolds School District Board of Directors strongly encourages all members of our community to join in this observance, recognizing the dedication and hard work of these individuals.

Resolution 2022-2023-013 Women's History Month
RESOLUTION 2022-2023-013 PROCLAIMING THE CELEBRATION OF WOMEN’S HISTORY MONTH IN THE REYNOLDS SCHOOL DISTRICT
WHEREAS, the advocacy efforts of the National Women’s History Project, now known as the National Women’s History Alliance, led to an annual observance of Women’s History Month, which highlights the contributions of women to events in history and contemporary society and is celebrated during March in the United States, the United Kingdom, and Australia;
WHEREAS, women of every race, class, and ethnic background have made significant and historic contributions to the growth and strength of our society in countless recorded and unrecorded ways;
WHEREAS, International Women’s Day has been observed since 1908 in the United States when 15,000 women marched in New York City to raise awareness of issues such as wages, shorter working hours, and voting rights;
WHEREAS, women of every race, religion, class, and ethnic background served as early leaders in the forefront of every major progressive social change movement since the turn of the 20th Century;
WHEREAS, women have been leaders, not only in securing their own rights of suffrage and equal opportunity, but also in the abolitionist movement, the emancipation movement, the industrial labor movement, the civil rights movement, and other movements, especially the peace movement, which create a more fair and just society for all;
WHEREAS, despite these contributions, the role of women in history has been consistently overlooked and undervalued, in the literature, teaching, labor, business and in study of history;
WHEREAS, the National Women’s History Alliance theme for 2023 is “Celebrating Women Who Tell Our Stories”;
WHEREAS, the 2023 theme for National Women’s History Month recognizes women, past and present, who have been active in all forms of media and storytelling including print, radio, TV, stage, screen, blogs, podcasts, and more. The timely theme honors women in every community who have devoted their lives and talents to producing art, pursuing truth, and reflecting the human condition decade after decade.
WHEREAS, additional education is needed in order to increase the knowledge of all citizens relative to the contributions of women to the development of society;
NOW, THEREFORE, BE IT RESOLVED, The Reynolds School District publicly celebrates the month of March as Women’s History Month.

Resolution 2022-2023-014 School Social Worker Appreciation Week
RESOLUTION 2022-2023-014 PROCLAIMING THE CELEBRATION OF NATIONAL SCHOOL SOCIAL WORKER WEEK IN REYNOLDS SCHOOL DISTRICT
WHEREAS, “We Rise” is the 2023 theme of the School Social Workers Association of America. In their important role in schools, school social workers are able to light the way, emphasizing the whole child, collaborating with other professionals, linking students and families with needed services, and advocating for students; and
WHEREAS, school social workers serve as vital members of a school’s education team, playing a central role in creating partnerships between the home, school, and community to ensure student academic success; and
WHEREAS, the Reynolds Board of Education and Superintendent of Schools established mental health supports for students as an important budget priority area in 2021-2022; and
WHEREAS, 21 school social workers are employed with Reynolds School District to help students reach their full potential and are specially licensed to offer direct mental health support for students; and
WHEREAS, school social workers are especially skilled in providing services to students who face serious challenges to school success including disability, poverty, discrimination, abuse, neglect, mental illness, homelessness, bullying, familiar stressors, and other barriers to learning; and
WHEREAS, school social workers are more necessary now than any time in recent memory, as more students are struggling with mental and behavioral health disorders, with nearly one in six children, two to eight years old (17.4%) having a diagnosed mental, behavioral, or developmental disorder, and 3.2% of children, three to 17 years old (approximately 1.9 million) have diagnosed depression; and
WHEREAS, school social workers, being licensed mental health professionals in our schools, provide direct services and necessary assessment, interventions, counseling, family outreach, and community referrals; and
WHEREAS, research indicates that school mental health programs improve educational outcomes by decreasing absences, dropout rates, and discipline referrals, while improving academic achievement; and
WHEREAS, school mental health programs are critical to early identification of, and early intervention for, mental health problems; and
NOW, THEREFORE, BE IT RESOLVED, The Reynolds School District publicly thanks our school social workers for the vital role they play in the lives of students in our school district.
BE IT FURTHER RESOLVED, The Superintendent or his designee shall celebrate National School Social Worker Week from March 5-11, 2023.

RESOLUTION 2022-2023-016 PROCLAIMING THE CELEBRATION OF NATIONAL ASSISTANT PRINCIPALS WEEK
WHEREAS, the Reynolds School Board has designated the week of April 3 through April 7, 2023 as "National Assistant Principals Week" in coordination with the efforts of the National Association of Elementary School Principals, the American Federation of School Administrators, and the National Association of Secondary School Principals working with the U.S. Congress and resolutions thereof;
WHEREAS, an assistant principal, as a member of the school administration, interacts with many sectors of the school community, including support staff, instructional staff, students, and parents;
WHEREAS assistant principals are responsible for establishing a positive learning environment and building strong relationships between school and community;
WHEREAS assistant principals play a pivotal role in the instructional leadership of their schools by supervising student instruction, mentoring teachers, recognizing the achievements of staff, encouraging collaboration among staff, ensuring the implementation of best practices, monitoring student achievement and progress, facilitating and modeling data-driven decision making to inform instruction, and guiding the direction of targeted intervention and school improvement;
WHEREAS the day-to-day logistical operations of schools require assistant principals to monitor and address facility needs, attendance, transportation issues, and scheduling challenges, as well as to supervise extra- and co-curricular events;
WHEREAS assistant principals are entrusted with maintaining an inviting, safe, and orderly school environment that supports the growth and achievement of each and every student by nurturing positive peer relationships, recognizing student achievement, mediating conflicts, analyzing behavior patterns, and providing interventions when necessary;
NOW, THEREFORE, BE IT RESOLVED that in honor of the service of all elementary, middle level, and high school assistant principals, and to recognize the importance of their school leadership so that every child has access to a high-quality education, and to celebrate school leader accomplishments, the week of April 3 through April 7, 2023 is hereby designated in Reynolds School District to be “National Assistant Principals Week."

RESOLUTION 2022-2023-017 PROCLAIMING THE CELEBRATION OF NATIONAL ARAB AMERICAN HERITAGE MONTH
WHEREAS, for over a century, Arab Americans have been making valuable contributions to virtually every aspect of American society: in science, medicine, law, business, education, technology, government, military service, culture; and
WHEREAS, Victor George Atiyeh, who served as the 32nd Governor of Oregon from 1979 to 1987, was the first Arab American elected as Governor of a State; and
WHEREAS, since migrating to America, men and women of Arab descent have shared their rich culture and traditions with neighbors and friends, while also setting examples of model citizens and public servants; and
WHEREAS, Arab Americans have also enriched our society by sharing in the entrepreneurial American spirit that makes our nation free and prosperous; and
WHEREAS, the history of Arab Americans in the United States remains neglected and individuals are harmed by misconceptions, bigotry, and anti-Arab hate in the forms of crimes
and speech; and
WHEREAS, Arab American issues, such as civil rights abuses, harmful stereotyping, and bullying must be combatted in the forms of education and awareness; and
WHEREAS, Arab Americans join all Americans in the desire to see a peaceful and diverse society, where every individual is treated equally and feels safe; and
WHEREAS, the contributions and heritage of Arab Americans have helped us build a better state and nation;

WHEREAS, the month of April has been designated nationally as School Library Month by the American Association of School Librarians;
WHEREAS, school libraries provide materials for teachers and students that will encourage growth and knowledge and help teachers and students become effective users of ideas and information; and
WHEREAS, the school library media specialist role is to provide the leadership and expertise necessary to ensure that the school library is an integral part of the instructional program of the school; and
WHEREAS, school libraries provide materials to meet individual needs, varied interests, abilities, socioeconomic backgrounds and maturity levels of the students served; and
WHEREAS, school libraries contribute to developing a culture of innovation and creativity for students by delivering personalized learning experiences for students through its use of
collaborative workspaces and an environment that allows for reading and learning, investigation and research, and the lifelong pursuit of knowledge; and
WHEREAS, lifelong learning begins and is systematically developed through the school library curriculum of elementary and secondary schools; and
WHEREAS, the school library contributes to the individual growth and development of all students, while fostering both excellence and equity in education; and
WHEREAS, the school library and media specialists of Reynolds School District have dedicated themselves to work for quality school libraries for all students;
WHEREAS, it is both fitting and proper that special recognition be given to school library programs and the role of certified school library and media specialists in education throughout Reynolds School District;

RESOLUTION #2022-2023-019 PROCLAIMING THE CELEBRATION OF NATIONAL ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE MONTH
WHEREAS, Asian American and Pacific Islander Heritage in the United States was celebrated beginning in 1978 and was made into a month-long event in 1992;
WHEREAS, Asian American and Pacific Islander Heritage Month seeks to honor and recognize the contributions of residents from Asia, India and the Pacific Islands;
WHEREAS, Native Hawaiians, Chinese, and Japanese were the first to migrate to the Pacific Northwest and were known for handling canoes and transporting goods, construction, railroad expansion, and settling the region; and WHEREAS, seven percent (7%) of enrolled students are Asian or Pacific Islanders; and
WHEREAS, Asian Americans and Pacific Islanders have courageously maintained vibrant cultures and traditions and made many contributions to history, industry, art and community; and
WHEREAS, the Reynolds School Board has established that each and every student is to be celebrated and appreciated for the distinct and vibrant contributions made by sharing cultures, language, ideas, beliefs and values within a school community; and
NOW, THEREFORE, BE IT RESOLVED that the Reynolds School Board of Directors proclaims May 2023 as Asian American and Pacific Islander Heritage Month. The struggles and achievement of Asian Americans and Pacific Islanders contributed profoundly to the culture and community of the United States. The Reynolds School District affirms the contributions and reaffirms its ongoing commitment to building awareness and an inclusive society.

WHEREAS, students are the future and, by investing in them today, we are ensuring our world for tomorrow; and
WHEREAS, families deserve to feel confident that their children will be cared for when they are at school; and
WHEREAS, all students have a right to have their physical and mental health needs safely met while in the school setting; and
WHEREAS, students today face more complex and life-threatening health problems requiring care in school; and
WHEREAS, school nurses have served a critical role in improving public health and in ensuring student’s academic success for more than 120 years; and
WHEREAS, Reynolds School District contracts with Multnomah Education Service District (MESD) to have 11 School Nurses cover all 17 schools in the district; and
WHEREAS, school nurses address the home and community factors (e.g. social determinants) that impact students’ health; and
WHEREAS, school nurses are professional nurses that advance the well-being, academic success, and life-long achievements of all students by serving on the frontlines and providing a critical safety net for our nation’s most fragile children; and
WHEREAS, school nurses act as a liaison to the school community, families, and healthcare providers on behalf of children’s health by promoting wellness and improving health outcomes for our nation’s children; and
WHEREAS, school nurses support the health and educational success of children and youth by providing access to care when children’s cognitive development is at its peak; and WHEREAS, school nurses are members of school-based teams (e.g. school health services, 504/IEP, disaster/emergency planning) providing care coordination to address the school population; and
WHEREAS, school nurses understand the link between health and learning and are in a position to make a positive difference for children every day; and

WHEREAS, May is Jewish American Heritage Month, a month that provides an opportunity for all people to appreciate the achievements and contributions of Jewish Americans throughout history, and
WHEREAS, in 1980 President Jimmy Carter adopted a proclamation annually recognizing Jewish American Heritage Week, and in April 2006, President George W. Bush adopted a proclamation that May would be recognized as Jewish American Heritage Month, and
WHEREAS, Jewish Americans often face unspeakable discrimination and adversity, yet for hundreds of years they have fought heroically in battle, pursued peace, and always persevered; and
WHEREAS, Jewish Americans have made significant contributions to our Nation, our communities, and our schools in the fields of arts, business, education, entertainment, finance, government, law, medicine, politics, science, military service, and philanthropy; and
WHEREAS, this month, we not only celebrate their heritage and express our appreciation for those contributions, but reaffirm our commitment to combating racism and discrimination against Jewish Americans; and
WHEREAS, this month Reynolds School District encourages staff, students, and community members to remember, celebrate, and educate future generations about Jewish Americans and the importance of their role in communities across our Nation.

WHEREAS, beginning in the year 2000, the month of June has been recognized nationally as Lesbian, Gay, Bisexual, and Transgender (LGBT) Pride Month with a purpose to recognize both the contribution of LGBTQ+ persons to society and their continued struggle for equality, safety, and acceptance, and
WHEREAS, June has historically become a symbolic month in America in which LGBTQ+ persons and allies come together in various celebrations of pride to support the community’s right to live their lives out loud; and
WHEREAS, LGBTQ+ people in the United States have fought for equal treatment, dignity, and respect;
WHEREAS, despite being marginalized throughout the history of the United States, LGBTQ+ people in the United States continue to celebrate their identities, love, and contributions to the United States in various expressions of Pride;
WHEREAS, Reynolds School District is committed to supporting dignity, equity, and visibility for all people in the community; and
WHEREAS, many residents, students, family members, and school personnel are part of the lesbian, gay, bisexual, transgender, queer, and/or questioning community, and they contribute greatly to the enrichment of our community; and
WHEREAS, although advancements have been made with respect to equitable treatment of LGBTQ+ persons, LGBTQ+ persons still face discrimination simply for being who they are, thus making it important for all districts and communities to stand up and show support for all our students, staff, and families who are affected; and

Resolution 2021-2022-002: Hispanic and Latinx Heritage Month
RESOLUTION #2021-2022-002 PROCLAIMING THE CELEBRATION OF NATIONAL HISPANIC/LATINX HERITAGE MONTH
WHEREAS, forty-four percent of enrolled students are Hispanic and/or Latinx; and
WHEREAS, history is rich with Hispanic and Latinx peoples, who positively influence and enrich our nation, our society, our region, our state, and our schools;
WHEREAS, the contributions of persons with Latinx and Hispanic heritage have been a consistent and vital influence in our nation’s growth and prosperity for more than five centuries;
WHEREAS, Spanish, Mexican, and indigenous cultures were established in this region before Oregon obtained statehood. Spanish sailor Juan Perez and his Mexican crew explored the area along the coasts of Oregon and Washington in 1774. From the mid 1800s to the mid 1900s, Latinx mined for resources, worked in the lumber industry, helped shape our livestock industry through the "vaquero" (cowboy) tradition and built highways and railroads in Oregon. In the 1950s, Mexicano and Mexican-American Tejano families permanently settled in several regions of Oregon and Hispanic and Latinx farm workers were a crucialpart of Oregon's agricultural economy. As early as the 1960s, Latinx and Hispanics initiated businesses meeting local demand in the serviceindustry, health, manufacturing, and high-tech sectors, while establishing themselves as integral community members working in public service and civic society. Today, over two-thirds of Hispanic Oregonians were born in the United States and they continue to own business, serve as community leaders and vital contributors within vocations, civic and community life.
WHEREAS, the Reynolds School Board has established that each and every student is to be celebrated and appreciated for the distinct and vibrant contributions made by sharing cultures, language, ideas, beliefs and values within a school community; and
WHEREAS, the Reynolds School Board has an adopted equity policy that states our commitment to closing the achievement gap and creating an educational environment where all students have the opportunity to benefit equally from the educational programs offered; and
WHEREAS, the Reynolds School District is working towards eliminating the racial predictability and disproportionality in all aspects of education; and
WHEREAS, the contributions of our Latinx and Hispanic students and families are a vital and vibrant part of our public school system.

WHEREAS, the vision, dedication, and determination of a principal provides the mobilizing force behind any school reform effort;
WHEREAS, principals are expected to be educational visionaries, instructional leaders, assessment experts, disciplinarians, community builders, public relations experts, budget analysts, facility managers, special programs administrators, and guardians of various legal, contractual, and policy mandates and initiatives, as well as being entrusted with the education and development of young people, the most valuable resource;

WHEREAS, the Reynolds School Board recognizes outstanding middle level and high school principals who have succeeded in providing high-quality learning opportunities for students, as well as their exemplary contributions to the profession;
WHEREAS, to honor and recognize the contribution of all school principals and assistant principals at all grade levels to the success of students in Oregon elementary and secondary schools, and to encourage residents of Oregon to observe "National Principals Month" with appropriate ceremonies and activities that promote awareness of school leadership's role in ensuring that every child has access to a high-quality education.

Resolution 2021-2022-004: Indigenous Peoples Day
RESOLUTION #2021-2022-004 PROCLAIMING THE SECOND MONDAY OF OCTOBER AS INDIGENOUS PEOPLES’ DAY
WHEREAS, the Reynolds School Board of Education (“Board”), recognizes that the Indigenous Peoples of the lands that would later become known as the Americas have occupied these lands since time immemorial; and
WHEREAS, the Board values the many contributions made to our community through Indigenous People’ knowledge, labor, technology, science, philosophy, arts, and the deep cultural contribution that has substantially shaped our district; and
WHEREAS, the Board has established that each and every student is to be celebrated and appreciated for the distinct and vibrant contributions made by sharing cultures, language, ideas, beliefs, and values within a school community; and
WHEREAS, the Board recognizes the fact that the Reynolds School District is built upon the homelands, villages, and traditional use areas of the Multnomah and Clackamas Chinookan of this region, without whom the building of the District would not be possible; and
WHEREAS, The Reynolds School District (“District’), through its Equity Policy, is committed to creating welcoming school environments and recognizing diversity and appreciation of culture, class, language, ethnicity, and other differences; and
WHEREAS, the District promotes closing the opportunity gap for Indigenous Peoples and eliminating the racial achievement gap and disproportionality in all aspects of education.
WHEREAS, the idea of Indigenous Peoples’ Day was first proposed in 1977 by a delegation of Native Nations to the United Nations; and
WHEREAS, the Oregon American Indian/Alaska Native State Plan mandates that the public schools of our District teach about the history, culture, contemporary lives, and governments of the Indigenous peoples of the Americas, with special emphasis on those from Oregon and across the Pacific Northwest.
NOW, THEREFORE, BE IT RESOLVED that the Reynolds School Board of Directors proclaims every second Monday of October, as Indigenous Peoples’ Day. The District shall encourage staff to utilize the second Monday in October as an opportunity to reflect upon the ongoing struggles of the Indigenous Peoples of this land, to celebrate the thriving cultures and values of the Indigenous Peoples of our region, and to stand in solidarity with Indigenous Peoples elsewhere. Appropriate District calendars and websites shall reference the second Monday of October as Indigenous Peoples’ Day.
The struggles and achievement of Indigenous Peoples contributed profoundly to the culture and community of the District. The District affirms the contributions and reaffirms its ongoing commitment to building awareness and an inclusive society.
The Board of Directors strongly encourages our staff and community to observe, recognize, and celebrate the culture, heritage, and contributions of Native Americans to our country, our state, our cities, and our schools.

Resolution 2021-2022-005: National Bullying Prevention Month & National Coming Out Day
RESOLUTION #2021-2022-005 RESOLUTION PROCLAIMING THE CELEBRATION OF NATIONAL BULLYING PREVENTION MONTH AND NATIONAL COMING OUT DAY
WHEREAS, Reynolds School District models, advocates, and promotes the safe and respectful treatment of all our members;
WHEREAS, the month of October is recognized as National Bullying Prevention Month;
WHEREAS, October 11th is recognized as National Coming Out Day, and this will be the 33rd celebration of the day that promotes a safe world for lesbian, gay, bisexual, transgender and questioning (LGBTQ) individuals and their allies to live truthfully and openly;
WHEREAS, National Coming Out Day was founded 33 years ago by Robert Eichberg and Jean O’Leary who envisioned a world where LGBTQ+ people could live truthfully and openly. They believed that honest and genuine relationships would undermine the pervasive prejudice about LGBTQ+ concerns. Thirty-two years later, that vision still holds true;
WHEREAS, LGBTQ+ students who can identify an out LGBTQ+ school staff or adult ally report a dramatic increase in feeling safe overall at their school;
WHEREAS, almost 25% of students either have an LGBTQ+ family member or identify as LGBTQ+ themselves;
WHEREAS, sexual orientation and gender-expression-biased bullying is among the most common forms of harassment in schools;
WHEREAS, school-dropout rates for LGBTQ+ students is up to triple the national rate of nonLGBTQ+ students, due to peer harassment and bullying;
WHEREAS, tragically, youth identifying as LGBTQ+ are overrepresented in the populations of youth experiencing homelessness, youth who are the victims of bullying, and youth who have attempted or died as a result of suicide;
WHEREAS, we strive to ensure that the District is a consistently safe and affirming space for all students and their families; and
WHEREAS, we affirm our commitment to a safe and affirming space by recognizing National Bullying Prevention Month and National Coming Out Day;
NOW, THEREFORE, BE IT RESOLVED that by recognizing October as National Bullying Prevention Month and October 11th as National Coming Out Day, we the Governing Board of Reynolds School District, support policies, practices and curriculum that support a safe and affirming space for all stakeholders and honor and respect lesbian, gay, bisexual, transgender, and questioning staff, students and their families.

RESOLUTION #2021-2022-006 PROCLAIMING THE CELEBRATION OF NATIONAL SCHOOL LUNCH WEEK
WHEREAS, in 1946, then-President Harry Truman signed the National School Lunch Act;
WHEREAS, the National School Lunch Program is now the largest federal child nutrition program;
WHEREAS, on October 9, 1962, Congress, by joint resolution, designated the week beginning the second Sunday in October each year as “National School Lunch Week”;
WHEREAS, October 11-15, 2021 is designated National School Lunch Week;
WHEREAS, approximately 30 million students nationwide are served daily meals through the National School Lunch Program;
WHEREAS, 95% of students nationwide are enrolled in schools participating in the National School Lunch Program; WHEREAS, the National School Lunch Program is dedicated to the health and well-being of our nation’s children and has served our country for more than 60 years through advanced practices and nutrition education;
WHEREAS, the nutrition staff across the Reynolds School District serve approximately 3,331 breakfasts and 6,101 lunches each day;
WHEREAS, every Reynolds School District student enrolled in 12 schools receive breakfast and lunch at no cost under the Community Eligibility Provision (CEP) meal service through the National School Lunch Program;
WHEREAS, the Reynolds School District celebrates and recognizes events and activities promoting the benefits of the National School Lunch Program;
NOW, THEREFORE, BE IT RESOLVED that the Reynolds School District publicly thanks the Nutrition Services managers and the staff at each school for providing an excellent School Nutrition program for our school district.

Resolution 2021-2022-007: National Native American Indian Heritage Month
RESOLUTION #2021-2022-007 RESOLUTION PROCLAIMING THE CELEBRATION OF NATIONAL NATIVE AMERICAN INDIAN HERITAGE MONTH IN THE REYNOLDS SCHOOL DISTRICT
WHEREAS, Native American Indians are descendants of the original, indigenous inhabitants of what is now the United States;
WHEREAS, Multnomah County encompasses the traditional ancestral homelands of the Bands of the Chinook, Multnomah, Clackamas, Tualatin, Molalla, Kalapuya, Wasco, Cowlitz, and Kathlamet tribes. Since time immemorial, these tribes established their communities in a resource rich area where they traded and fished along the rivers and harvested those natural resources that fed their families and sustained their communities. We honor the forced sacrifices of these tribes and Indigenous people;
WHEREAS, in the 1950s, under Federal Relocation Policy, a large segment of the Native population in the United States of America was forced to relocate to several major cities of which Portland was one. This has added to the diversity of tribal representation in the region;
WHEREAS, Native American Indians, people whose history is rich with those who positively influence and enrich our nation, our society, our region, our state, and our schools through their entrepreneurship, commitment to community service, deep value of justice and liberty, and social and cultural life;
WHEREAS, on August 3, 1990, President of the United States George H. W. Bush declared the month of November as National American Indian Heritage Month, thereafter commonly referred to as Native American Heritage Month;
WHEREAS, Native American Indians have made profound contributions and continue to make advances in education, medicine, art, culture, and public service and have been a consistent and vital influence in our nation’s growth and prosperity;
WHEREAS, Multnomah County’s Native American Indian Community is diverse and growing with the population estimated to be nearly 70,000;
WHEREAS, understanding Native American Indian history and contemporary life is an important part of celebrating Native American Heritage Month;
WHEREAS, Reynolds School District has a core belief in Equity that states our commitment to affirmatively overcome the educational barriers that have resulted in a persistent, unacceptable achievement gap for students of color and to give each student the opportunity and support to meet his or her highest potential;
WHEREAS, closing opportunity gaps while raising achievement for all students is the top priority of the Board of Education, the Superintendent and all district staff;
WHEREAS, The Reynolds School District Board of Education believes each and every student is to be celebrated and appreciated for the distinct and vibrant contributions made by sharing cultures, language, ideas, beliefs, and values within a school community;
NOW, THEREFORE, BE IT RESOLVED The Reynolds School District Board of Education hereby promotes November 1st through November 30th , 2021 as Native American Indian Heritage Month and encourages staff, students, and community members to observe, recognize, and celebrate the culture, heritage, and economic contributions of Native Americans to Oregon and the United States through culturally relevant activity, and to learn from the past and understand the experiences that have shaped the United States.

RESOLUTION 2021-2022-009 Construction Excise Tax Increase
WHEREAS, the District has a critical need to build new facilities and improve existing school facilities; and
WHEREAS, the Oregon Legislative Assembly passed Senate Bill 1036, authorizing school districts to impose construction excise taxes to fund capital improvements to school facilities; and
WHEREAS, pursuant to Section 5 of Senate Bill 1036 2007, the District has entered into an intergovernmental agreement with local government, local service district or special government body collecting the tax; and
WHEREAS, pursuant to Section 5 of Senate Bill 1036 2007, this intergovernmental agreement establishes: (a) collection duties and responsibilities; (b) the specific school district account into which construction tax revenues are to be deposited and the frequency of such deposits; and (c) the amount of the administrative fee of less than 1% that the entity collecting the tax may retain to recoup its expenses in collecting the tax.
NOW, THEREFORE, BE IT RESOLVED as follows:

The rates of tax, imposed only on improvements to real property that result in a new structure or additional square footage in an existing structure, with the exemptions outlined in Senate Bill 1036 are:
- a. Amount not exceeding $1 per square foot on structures or portions of structures intended for residential use, including, but not limited to single unit or multiple unit housing; and
- b. Amount not exceeding $0.50 per square foot on structures or portions of structures intended for nonresidential use, not including multiple unit housing of any kind.

In addition, a construction tax imposed on structures intended for nonresidential use will not exceed $25,000 per building permit or $25,000 per structure, whichever is less.

For years beginning on or after June 30, 2009, the tax rates stated in this resolution shall be adjusted for changes in construction costs. The Oregon Department of Revenue will determine the adjusted rate limitations and report to the District.
Beginning December 1, 2021, the Construction Excise Tax shall be increased and Intergovernmental Agreements with the Cities of Fairview, Gresham, Troutdale and Wood Village amended as follows:

RESOLUTION #2021-2022-010 PROCLAIMING THE CELEBRATION OF BLACK HISTORY MONTH
WHEREAS, Black History Month is in the United States a historic tradition beginning in 1926 when historian Carter G. Woodson and the Association of Negro Life and History dedicated the second week in February as “Negro History Week”;
WHEREAS, in 1976, as part of the nation’s bicentennial, Black History Week was expanded and became established as Black History Month, and is now celebrated all over North America;
WHEREAS, the rich inventions, courage, resolve, and cultural influences delivered to the nation by African Americans have been traditionally recognized regionally by the state of Oregon;
WHEREAS, It is appropriate that all citizens reflect upon, cherish, and sustain the contributions that black individuals – both past and contemporary – have made to our nation: Marian Anderson; Maya Angelou; Louis Armstrong; Mary McLeod Bethune; Frederick Douglass; Duke Ellington; Louis Gossett, Jr.; Alex Haley; Vice President Kamala Harris; Zora Neale Hurston; Thurgood Marshall; President Barack Obama; Colin Powell; Rosa Parks; Leontyne Price; Paul Robeson; Alice Walker; Phyllis Wheatley; and many more; and;
WHEREAS, such people have sacrificed so that we may progress and be inspired during hard times, and encouraged to celebrate and rejoice during happy times; now, therefore,
WHEREAS the theme for Black History Month 2022 is Black Health and Wellness, acknowledging the legacy of not only Black scholars and medical practitioners in Western medicine, but also other ways in which the Black community have contributed to healthcare (e.g., birth workers, doulas, midwives, naturopaths, herbalists, etc.) throughout the African Diaspora. Health and wellness include physical, emotional, and mental health.
BE IT RESOLVED that Reynolds School District does hereby proclaim February 2022 as Black History Month. The struggles and achievements of Black people and their role in America’s history profoundly influences and enriches the culture of the United States. RESOLUTION #2021-2022-011 RESOLUTION PROCLAIMING THE CELEBRATION OF NATIONAL SCHOOL BUS DRIVER APPRECIATION DAY IN THE REYNOLDS SCHOOL DISTRICT
WHEREAS, 72 licensed school bus drivers, 13 transportation office staff, and two transportation supervisors transport a majority of the district’s students safely to and from school each day;
WHEREAS, school bus drivers travel each year on regular routes, field trip routes, vocational routes, and special education routes;
WHEREAS, the safety and well-being of children are of utmost concern to all Reynolds parents; school administrators entrust school bus drivers with the welfare of these children; the position of a school bus driver requires tremendous responsibility; they are to maneuver through traffic regardless of road conditions while maintaining the conduct of children on the bus and are looked to for leadership and life-saving decision-making in the event of an emergency;
WHEREAS, the National Safety Council has documented the far smaller number of accidents and fatalities per capita on school buses than automobiles;
WHEREAS, school bus drivers direct children while they are exiting the bus at their destination; school bus drivers are able to observe any suspicious activity or people along their bus route and communicate that information to proper authorities;
NOW, THEREFORE, BE IT RESOLVED, The Reynolds School Board publicly thanks the school bus drivers and transportation office staff for their hard work and dedication to provide a safe ride to and from school for the students in our school district.

WHEREAS, 37 school counselors are employed with Reynolds School District to help students reach their full potential;
WHEREAS, school counselors are actively committed to helping student explore their abilities, strengths, interests, and talents as these traits relate to career awareness and development;
WHEREAS, school counselors help parents focus on ways to further the educational, personal, and social growth of their children;
WHEREAS, school counselors work with teachers and other educators to help students explore their potential and set realistic goals for themselves;
WHEREAS, school counselors seek to identify and utilize community resources that can enhance and complement comprehensive school counseling programs and help students become productive members of society;

RESOLUTION #2021-2022-014: RESOLUTION PROCLAIMING THE CELEBRATION OF WOMEN’S HISTORY MONTH IN REYNOLDS SCHOOL DISTRICT
WHEREAS, the advocacy efforts of the National Women’s History Project, now known as the National Women’s History Alliance, led to an annual observance of Women’s History Month, which highlights the contributions of women to events in history and contemporary society and is celebrated during March in the United States, the United Kingdom, and Australia; and
WHEREAS, women of every race, class, and ethnic background have made significant and historic contributions to the growth and strength of our society in countless recorded and unrecorded ways; and
WHEREAS, International Women’s Day has been observed since 1908 in the United States when 15,000 women marched in New York City to raise awareness of issues such as wages, working hours, and voting rights; andWHEREAS, women of every race, religion, class, and ethnic background served as early leaders in the forefront of every major progressive social change movement since the turn of the 20th Century; and
WHEREAS, women have been leaders, not only in securing their own rights of suffrage and equal opportunity, but also in the abolitionist movement, the emancipation movement, the industrial labor movement, the civil rights movement, and other movements, especially the peace movement, which create a more fair and just society for all; and
WHEREAS, despite these contributions, the role of women in history has been consistently overlooked and undervalued, in the literature, teaching, labor, business, and in study of history; and
WHEREAS, the National Women’s History Alliance theme for 2021 is “Women Providing Healing, Promoting Hope;” and
WHEREAS, the 2022 theme for National Women’s History Month is both a tribute to the ceaseless work of caregivers and frontline workers during the ongoing pandemic and also a recognition of the thousands of ways women of all cultures have provided both healing and hope throughout history. The 2022 theme proudly honors those who, in both public and private life, provide healing and promote hope for the betterment of all; and
WHEREAS, additional education is needed in order to increase the knowledge of all citizens relative to the contributions of women to the development of society.
NOW, THEREFORE, BE IT RESOLVED, The Reynolds School District publicly celebrates the month of March as Women’s History Month.
BE IT FURTHER RESOLVED, The Superintendent or her designee shall celebrate Women’s History Month during the month of March.

Resolution 2021-2022-015: National School Social Worker Week
RESOLUTION #2021-2022-015: RESOLUTION PROCLAIMING THE CELEBRATION OF NATIONAL SCHOOL SOCIAL WORKER WEEK IN REYNOLDS SCHOOL DISTRICT
WHEREAS, “Time to Shine” is the 2022 theme of the School Social Workers Association of America. In their important role in schools, school social workers are able to light the way, emphasizing the whole child, collaborating with other professionals, linking students and families with needed services, and advocating for students; and
WHEREAS, school social workers serve as vital members of a school’s education team, playing a central role in creating partnerships between the home, school, and community to ensure student academic success; and
WHEREAS, the Reynolds Board of Education and Superintendent of Schools established mental health supports for students as an important budget priority area in 2021-2022; and
WHEREAS, 15 school social workers are employed with Reynolds School District to help students reach their full potential and are specially licensed to offer direct mental health support for students; and
WHEREAS, school social workers are especially skilled in providing services to students who face serious challenges to school success including disability, poverty, discrimination, abuse, neglect, mental illness, homelessness, bullying, familiar stressors, and other barriers to learning; and
WHEREAS, school social workers are more necessary now than any time in recent memory, as more students are struggling with mental and behavioral health disorders, with nearly one in six children, two to eight years old (17.4%) having a diagnosed mental, behavioral, or developmental disorder, and 3.2% of children, three to 17 years old (approximately 1.9 million) have diagnosed depression; and
WHEREAS, school social workers, being licensed mental health professionals in our schools, provide direct services and necessary assessment, interventions, counseling, family outreach, and community referrals; and
WHEREAS, research indicates that school mental health programs improve educational outcomes by decreasing absences, dropout rates, and discipline referrals, while improving academic achievement; and
WHEREAS, school mental health programs are critical to early identification of, and early intervention for, mental health problems; and
NOW, THEREFORE, BE IT RESOLVED, The Reynolds School District publicly thanks our school social workers for the vital role they play in the lives of students in our school district.
BE IT FURTHER RESOLVED, The Superintendent or her designee shall celebrate National School Social Worker Week from March 6-12, 2022.

RESOLUTION #2021-2022-018 PROCLAIMING THE CELEBRATION OF PUBLIC SCHOOL VOLUNTEER WEEK
WHEREAS, students in Reynolds School District schools are the key to our community’s and the world’s future; and
WHEREAS, the education of the District’s students is best achieved through the combined efforts of families, staff, and community members alike; and
WHEREAS, volunteers from the community who work with our students and in our schools are critical to the success achieved by the District’s students; and
WHEREAS, volunteer efforts enrich learning experiences beyond what are normally available for students; and
WHEREAS, volunteers extend the District’s financial resources by assisting staff;
NOW, THEREFORE, BE IT RESOLVED that in honor of the service of all students, Reynolds School District endorses and supports the recognition and celebration of the efforts of volunteers during the week of April 18th through 22nd, 2022 hereby established as Public School Volunteer Week.

Resolution 2021-2022-019: National Assistant Principals Week
RESOLUTION #2021-2022-019 PROCLAIMING THE CELEBRATION OF NATIONAL ASSISTANT PRINCIPALS WEEK
WHEREAS, the Reynolds School Board has designated the week of April 4 through April 8, 2022 as "National Assistant Principals Week" in coordination with the efforts of the National Association of Elementary School Principals, the American Federation of School Administrators, and the National Association of Secondary School Principals working with the U.S. Congress and resolutions thereof;
WHEREAS, an assistant principal, as a member of the school administration, interacts with many sectors of the school community, including support staff, instructional staff, students, and parents;
WHEREAS assistant principals are responsible for establishing a positive learning environment and building strong relationships between school and community;
WHEREAS assistant principals play a pivotal role in the instructional leadership of their schools by supervising student instruction, mentoring teachers, recognizing the achievements of staff, encouraging collaboration among staff, ensuring the implementation of best practices, monitoring student achievement and progress, facilitating and modeling data-driven decision making to inform instruction, and guiding the direction of targeted intervention and school improvement;
WHEREAS the day-to-day logistical operations of schools require assistant principals to monitor and address facility needs, attendance, transportation issues, and scheduling challenges, as well as to supervise extra- and co-curricular events;
WHEREAS assistant principals are entrusted with maintaining an inviting, safe, and orderly school environment that supports the growth and achievement of each and every student by nurturing positive peer relationships, recognizing student achievement, mediating conflicts, analyzing behavior patterns, and providing interventions when necessary;
NOW, THEREFORE, BE IT RESOLVED that in honor of the service of all elementary, middle level, and high school assistant principals, and to recognize the importance of their school leadership so that every child has access to a high-quality education, and to celebrate school leader accomplishments, the week of April 4 through April 8, 2022 is hereby designated in Reynolds School District to be " National Assistant Principals Week."

Resolution 2021-2022-020: National Arab American History Month
RESOLUTION #2021-2022-020 PROCLAIMING THE CELEBRATION OF NATIONAL ARAB AMERICAN HERITAGE MONTH
WHEREAS, for over a century, Arab Americans have been making valuable contributions to virtually every aspect of American society: in science, medicine, law, business, education, technology, government, military service, culture; and
WHEREAS, Victor George Atiyeh, who served as the 32nd Governor of Oregon from 1979 to 1987, was the first Arab American elected as Governor of a State; and
WHEREAS, since migrating to America, men and women of Arab descent have shared their rich culture and traditions with neighbors and friends, while also setting examples of model citizens and public servants; and WHEREAS, Arab Americans have also enriched our society by sharing in the entrepreneurial American spirit that makes our nation free and prosperous; and
WHEREAS, the history of Arab Americans in the United States remains neglected and individuals are harmed by misconceptions, bigotry, and anti-Arab hate in the forms of crimes and speech; and
WHEREAS, Arab American issues, such as civil rights abuses, harmful stereotyping, and bullying must be combatted in the forms of education and awareness; and
WHEREAS, Arab Americans join all Americans in the desire to see a peaceful and diverse society, where every individual is treated equally and feels safe; and
WHEREAS, the contributions and heritage of Arab Americans have helped us build a better state and nation;
NOW, THEREFORE, BE IT RESOLVED that Reynolds School District does hereby proclaim April 2022 as National Arab American Heritage Month.

Resolution 2021-2022-021 Asian American and Pacific Islander Heritage Month
RESOLUTION #2021-2022-021PROCLAIMING THE CELEBRATION OF NATIONAL ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE MONTH
WHEREAS, Asian American and Pacific Islander Heritage in the United States was celebrated beginning in 1978 and was made into a month-long event in 1992;
WHEREAS, Asian American and Pacific Islander Heritage Month seeks to honor and recognize the contributions of residents from Asia, India and the Pacific Islands;
WHEREAS, Native Hawaiians, Chinese, and Japanese were the first to migrate to the Pacific Northwest and were known for handling canoes and transporting goods, construction, railroad expansion, and settling the region; and
WHEREAS, ten percent(10%) of enrolled students are Asian or Pacific Islanders; and
WHEREAS, Asian Americans and Pacific Islanders have courageously maintained vibrant cultures and traditions and made many contributions to history, industry, art and community; and
WHEREAS, the Reynolds School Board has established that each and every student is to be celebrated and appreciated for the distinct and vibrant contributions made by sharing cultures, language, ideas, beliefs and values within a school community; and
NOW, THEREFORE, BE IT RESOLVED that the Reynolds School Board of Directors proclaims May 1-May 31, to celebrate ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE MONTH. The struggles and achievement of Asian Americans and Pacific Islanders contributed profoundly to the culture and community of the United States. The Reynolds School District affirms the contributions and reaffirms its ongoing commitment to building awareness and an inclusive society. The Board of Directors strongly encourages our staff and community to observe, recognize, and celebrate the culture, heritage, and contributions of Asian Americans and Pacific Islanders to our country, our state, our cities, and our schools.

RESOLUTION #2021-2022-022PROCLAIMING THE CELEBRATION OF TEACHER APPRECIATION WEEK
WHEREAS, teachers mold future citizens through guidance and education; and
WHEREAS, teachers encounter students of widely differing backgrounds; and
WHEREAS, our country’s future depends upon providing quality education to all students; and
WHEREAS, teachers spend countless hours preparing lessons, evaluating progress, counseling and coaching students and performing community service; and
WHEREAS, our community recognizes and supports its teachers in educating the children of this community.
NOW, THEREFORE, BE IT RESOLVED that the Reynolds School District Board of Directors proclaims May 2-6, 2022 to be TEACHER APPRECIATION WEEK; and
BE IT FURTHER RESOLVED that the Reynolds School District Board of Directors strongly encourages all members of our community to join in personally expressing appreciation to our teachers for their dedication and devotion to their work.

WHEREAS, the School Nutrition Association and Jarrett Krosoczka, author of the "Lunch Lady" graphic novel series, has designated the first Friday in May as School Lunch Hero Day; and
WHEREAS, nutritious school meals are an essential part of the school day; and
WHEREAS, school nutrition professionals are committed to providing healthful, nutritious meals to the District's children so they are ready to learn; and
WHEREAS, school nutrition professionals who prepare and serve school meals help nurture our children through their daily interaction and support; and
WHEREAS, school nutrition professionals demonstrate, on a consistent basis, their concern through patience and kindness toward our students; and
WHEREAS, their efforts and commitment to children and their contributions are extremely important to the overall operation of our schools; and
WHEREAS, the focus of our School Nutrition professionals is ensuring our children do not go without nutritious meals; and
NOW, THEREFORE, BE IT RESOLVED, Reynolds School District publicly thanks our school nutrition workers for the vital role they play in the lives of students in our school district.
BE IT FURTHER RESOLVED, that the Superintendent and Board of Education express appreciation to all school nutrition professionals and commend their good work on behalf of the District's children and declare May6, 2022 as School Lunch Hero Day in Reynolds School District.

Resolution 2021-2022-024 Denouncing Racism at Sporting Events
RESOLUTION 2021-2022-024 RESOLUTION DENOUNCING RACISM AT ATHLETIC EVENTS
WHEREAS, the Reynolds School Board values our students and those participating in athletic and extracurricular activities; and WHEREAS, acts of blatant racism, cultural disrespect, and microaggressions at athletic and extracurricular activities in Oregon are not new; and
WHEREAS, these actions are directly counter to the values of Reynolds School District; and
WHEREAS, as school board directors, we are deeply disturbed by the persistent and pervasive racism against students or community members who are Black, Indigenous, and Culturally Diverse during athletic and extracurricular activities and events; and
WHEREAS, we are entrusted to prepare young people for better futures through an equitable education, including an understanding of our democracy and a commitment to equality and justice for all; and
WHEREAS, athletic competition is in its very nature an expression of the human spirit and is meant to be a representation and celebration of the gifts, skills, and talents, of every scholar and athlete; and
WHEREAS, we are committed to ensuring our students do not experience trauma and harm while participating in athletic and extracurricular activities both in our district and when visiting other districts; and
WHEREAS, every student, coach, parent, caregiver, and community member should feel confidence in their own safety and the safety of others to attend athletic and extracurricular activities in any district; and
WHEREAS, a safe environment is one that is free of bullying, racial slurs, cultural disrespect, microaggressions, and other forms of bias and harassment; and
WHEREAS,our school district is a place of safety in our community and a beacon of light for other school districts and communities, as we build and strengthen trust with the school district community we serve.
NOW, THEREFORE, BE IT RESOLVED by the Reynolds School Board that we denounce all discriminatory behavior and harassment by students, staff, and fans during athletic and extracurricular activities; that we listen to, believe, and lift up the voices of our students when they share their experiences of racism, microaggressions, and cultural disrespect while participating in athletic and extracurricular activities; that we partner with the Oregon School Activities Association and other educational partners to enact policies to prevent, report, address, enforce against, and hold people and institutions accountable for these harmful acts; that we call for all school districts across Oregon to review and renew their athletic codes of conduct to embody the highest standards of sportsmanship and athletic character, expressly stating respectful behavior by athletes, staff, and spectators;that we urge communities across the state to enact, enforce and clearly communicate policies and practices to ensure that students, staff, and community members who are Black, Indigenous, and Culturally Diverse are safe and supported when participating in athletic and extracurricular activities in all communities.
Resolution 2021-2022-025 Proclaiming the Celebration of LGBTQ+ Pride Month
RESOLUTION #2021-2022-025 RESOLUTION PROCLAIMING THE CELEBRATION OF LGBTQ+ PRIDE MONTH
WHEREAS, beginning in the year 2000, the month of June has been recognized nationally as Lesbian, Gay, Bisexual and Transgender (LGBT) Pride Month with a purpose to recognize both the contribution of LGBTQ+ persons to society and their continued struggle for equality, safety, and acceptance, and
WHEREAS, June has historically become a symbolic month in America in which LGBTQ+ persons and allies come together in various celebrations of pride to support the community’s right to live their lives out loud; and
WHEREAS, LGBTQ+ people in the United States have fought for equal treatment, dignity, and respect;
WHEREAS, despite being marginalized throughout the history of the United States, LGBTQ+ people in the United States continue to celebrate their identities, love, and contributions to the United States in various expressions of Pride;
WHEREAS, Reynolds School District is committed to supporting dignity, equity, and visibility for all people in the community; and
WHEREAS, many residents, students, family members, and school personnel are part of the lesbian, gay, bisexual, transgender, queer, and/or questioning community, and they contribute greatly to the enrichment of our community; and
WHEREAS, although advancements have been made with respect to equitable treatment of LGBTQ+ persons, LGBTQ+ persons still face discrimination simply for being who they are, thus making it important for all districts and communities to stand up and show support for all our students, staff, and families who are affected; and
NOW, THEREFORE, BE IT RESOLVED that the Reynolds School Board of Directors proclaims June as LGBTQ+ Pride Month.
BE IT FURTHER RESOLVED, the Board supports policies, practices, and curriculum that support a safe and affirming space for all stakeholders and honor and respect lesbian, gay, bisexual, transgender, queer, or questioning students, families, and staff.
Resolution 2021-2022-026 Directing the Superintendent to Pursue Bond Planning Toward a Bond Measure in 2023
WHEREAS, the Board of Directors (the “Board”) of the Reynolds School District (the “District”) is currently considering options to call a general obligation bond measure within the District to address critical facility improvement needs; and
WHEREAS, in advance of potentially calling a bond measure, the Board desires to express to the public its intent to fulfill its fiduciary duties to the public in a fiscally responsible, accountable, and transparent manner, with input from the local community in the process; and
WHEREAS, the Board desires expertise from District staff and citizens as well as a professional bond planning firm(s) with recommendations regarding a District bond measure in 2023;
THEREFORE, BE IT RESOLVED THAT the Superintendent is directed to develop a bond financing and planning committee consisting of District staff and citizens as well as a bond planning firm(s).

Resolution 2021-2022-027 Adopting the 2022-2023 Budget and Appropriating Funds
WHEREAS, Oregon Local Budget Law requires school districts to adopt budget authorizing expenditures for each fiscal year, and
WHEREAS, the Budget Committee held a public hearing to gain public input on the proposed budget and subsequently approved the 2022-23 Budget, and
WHEREAS, the Board desires to adopt the 2022-23 Budget as presented and appropriate expenditures for the 2022-23 fiscal year, and
NOW THEREFORE, BE IT RESOLVED by the Board of Directors of Reynolds School District 7 to adopt the 2022-23 Budget in the total sum of $277,833,821, said budget being on file in the District’s Administrative Offices; and
BE IT FURTHER RESOLVED by the Board of Directors of the Reynolds School District #7 that the requirements for the fiscal year beginning July 1, 2022 are hereby appropriated as follows:

Resolution 2021-2022-028 Declaring, Imposing, and Categorizing Taxes for Fiscal Year 2022-2023
WHEREAS, Oregon Law requires school districts to declare and categorize taxes annually, and
WHEREAS, the Board has adopted the 2022-23 Budget in the sum of $277,833,821 including property tax
revenues, and
WHEREAS, the Board desires to declare, impose and categorize taxes for Fiscal Year 2022-23 as allowed by
law.
NOW THEREFORE, BE IT RESOLVED, by the Board of Directors of Reynolds District #7 to declare the permanent tax rate
to be $4.4626 per $1,000 of assessed valuation, to be levied upon the taxable property within the
District; and
BE IT FURTHER RESOLVED, by the Board of Directors of the Reynolds School District #7 that the tax of $12,100,000
be levied upon all taxable property and categorized as education within the District to retire a portion of the District's long-term debt obligation, and amounts are declared as follows:
